Definition
Under general supervision of the Supervisor, Aids to Navigation, in the Division of Coastal Resources, Department of Environmental Protection, assigns, instructs and supervises a crew engaged in the marking and maintenance of the State's coastal waters and inland waterways and lakes for the safety of the boating public. Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does related work as required.
Examples of work
- Assigns, instructs and supervises a crew engaged in the marking and maintenance of the State's coastal waters and inland waterways and lakes, including the placement of stakes, buoys, spars and lights and the locating, marking and reporting of shoal formations.
- Commands a 70-foot, flat-bottom boat, a landing craft or other boat in the coastal waters and inland waterways and lakes of the State.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Supervises the operation of hoisting gear, jet pumps and related equipment used in the placement of channel markers in State waters.
- Makes periodic inspections of the State's coastal waters and inland waterways and lakes to identify stakes, buoys, spars and lights needing replacement and/or repair.
- Maintains the ship's log daily, as required by Marine law, recording field conditions and work performed.
- Prepares accurate plans and sketches of field conditions for the marking and maintenance of State waters.
- Instructs Channel Markers/Boat Attendants on the proper use of safety equipment and the application of safety rules and regulations.
- Supervises the maintenance and repair of boats, cars, gasoline and marine diesel engines, aids to navigation and other materials by channel marking crew.
- Establishes and maintains essential records.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information system used by the agency, office or related units.
Experience
Three (3) years of experience in the marking and maintenance of coastal waters, inland waterways and/or lakes.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the equipment, materials, operations and procedures used in the marking and maintenance of coastal waters, inland waterways and lakes.
- Knowledge of the safety equipment and procedures used in channel marking and maintenance operations to protect employees, equipment and the general public.
- Knowledge of the laws, rules and regulations pertaining to navigation and the safety precautions to be taken in operation of a 70- foot flat-bottom boat, landing craft or other boat in varied weather and tide conditions to prevent damage and possible injury to individuals.
- Knowledge of the application of the charts, maps and instruments used in navigation.
- Knowledge of the coastal waters and inland waterways and lakes of the State, including shoaling conditions and obstructions thereon after a period of training.
- Ability to supervise assigned staff and plan, organize and implement projects within the unit.
- Ability to command a 7-foot flat-bottom boat, a landing craft or other boat in State waters.
- Ability to record field conditions and work performed in the ship's log.
- Ability to prepare accurate sketches of field conditions.
- Ability to assign, instruct, and supervise the work performance of a crew engaged in the marking and maintenance of State waters, including the placement of stakes, buoys, spars, and lights and the locating, marking, and reporting of shoal formations.
- Ability to supervise the maintenance and repair of boats, cars, gasoline and marine diesel engines, equipment, aids to navigation and other materials by a channel marking crew.
- Ability to establish and maintain essential records.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
- Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
