Definition
Under the general supervision of the Assistant Director of Coastal Resources, Division of Coastal Resources, Department of Environmental Protection, supervises the marking of State navigation channels on the coastal bays and inland waterways of the State and the State's general waterway maintenance program; does related work as required.
Examples of work
Instructs, assigns and supervises the work of employees assigned to the northern or southern channel-marking Teams engaged in the placing of buoys, lights, and stakes to outline the natural channels and/or dredged channels of coastal bays, rivers, creeks and inland lakes; sees that markers are placed to denote obstructions on the waterways. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Supervises the plotting of State Aids-to-Navigation markers in coordination with the Bureau of Coastal Engineering. Supervises the work of employees assigned to maintenance work, which includes painting and repairs to lights, buoys and State channel markers. Attends meetings with the United States Coast Guard and Departmental Officers to formulate plans for the coordination of marking activities and extensions of or changes to the marking system, and the areas to be marked. Organizes channel marking placement and maintenance work and develops effective work measures and schedules. Commands and operates a 70 foot flat-bottom, self-propelled marking boast and other State boats as may be required in emergency recoveries or technical marking inspections. Receives, makes investigations of, and where possible, adjusts complaints concerning channel markers; prepares detailed reports thereon. Prior to the marking season, tours waterways to be marked and notes shoaling conditions and/or obstructions; prepares detailed recommendations for their removal by dredging or dredging or marking to preclude grounding of vessels. Supervises the proper use, issuance, recording and storage of equipment, materials and supplies related to channel marking operations. Reviews and supervises the preparation of requisitions for the purchase of supplies, equipment and tools needed for the unit's operations. Prepares routine correspondence in the course of official duties. Prepares clear, sound, accurate and informative technical reports on inland waterway maintenance matters containing findings, conclusions and recommendations. Supervises the maintenance of essential records and files. May be required to lean to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Requirements
Experience Four years of experience in the navigation of coastal waters and/or inland lakes, including at least one year supervisory experience in the navigation of powered vessels.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. Possession of a valid Boat Operator's License issued by the United States Coast Guard.
Knowledge, skills and abilities
Thorough knowledge of the laws, rules and regulations pertaining to the navigation of inland waterways and their application to specific situations. Thorough knowledge of the safety precautions to be taken in operating a motor boat under varying conditions of weather and tides, and of the charts, maps, and instruments used in navigation. Thorough knowledge of the work involved in channel marking, including the placing of buoys, lights, stakes and markers to denote obstructions on the waterways and to safety guide vessels through State inland waterways. Thorough knowledge of the equipment, procedures and supplies used in painting, servicing and making minor repairs to buoys, lights and stakes. Ability to acquire thorough knowledge of the inland waterways of the State, including shoaling conditions and obstruction thereon. Wide knowledge of the problems and procedures involved in operation of a 70 foot, flat-bottom, self-propelled marking boat and/or other State boats. Ability to operate motor boats in varied bodies of water, during daylight and darkness, and under varying weather conditions. Ability to run a compass course from charts and use a compass, maps, charts and other navigational instruments. Ability to assign, instruct and supervise the work of employees engaged in channel marking operations, including the placing of buoys, lights, markers, and stakes to outline natural and/or dredged channels, and in maintenance work, and the preparation of buoys, markers and stakes. Ability to participate in meetings with representatives of the United States Coast Guard and Departmental officers to formulate plans for extensions or changes in the marking system and for the coordination of marking activities. Ability to receive, investigate, adjust and report on complaints pertaining to the State's inland waterways. Ability to note shoaling and obstructions on inland waterways and to prepare recommendations for their removal and/or marking. Ability to organize technical and administrative work, analyze problems of fair complexity and develop effective work methods and schedules. Ability to supervise the requisitioning, issuance, storage, safeguarding, recording, and proper use of Departmental Channel Marking equipment, materials and supplies. Ability to prepare correspondence in the course of official duties. Ability to maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
