Definition
Under direction, supervises a group of plumbers and steamfitters and other employees or inmates engaged in the installation, repair and maintenance of plumbing and steam fitting systems, fixtures and fittings; prepares for work from plans, sketches and specifications; works with hand and machine tools common to the trade; may be required to operate a water treatment plant. Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does related work as required.
Examples of work
- Inspects and determines the extent and kind of work to be done and develops effective work methods.
- Assigns work, gives written and/or oral instructions to a group of plumbers and steamfitters or inmates, and supervises the performance of their work.
- Supervises and takes the lead in the installation of radiators, pipes, heating plants, water meters, and cooling systems and the maintenance of water hypo chlorinators, irrigation systems, vacuum and condensate pumps, and high and low pressure steam service lines and steam traps.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- May be required to operate the machinery and equipment used in a small water plant and to dispense the required chemicals.
- Supervises and takes the lead in the repairs and maintenance of pressure and temperature control valves, steam traps, pumps and heating systems, the inspection of fire hydrants, and the recording of daily water consumption.
- Uses pipe cutters, threaders, caps and dies, soldering tools, varied types of wrenches, gauges and valves and other specialized tools and equipment.
- Supervises and takes the lead in the inspection, repair and maintenance of water, drainage, waste and gas lines, toilet bowls, wash basins, urinals, radiators, refrigerators, laundry machinery and other types of plumbing and steam fitting fixtures, fittings, appliances and machines.
- Makes emergency plumbing and steam fitting repairs.
- Orders, stores, safeguards, issues, records and supervises the proper use of plumbing and steam fitting equipment, materials, tools and supplies.
- Sees that work areas are maintained in an orderly and safe condition.
- Prepares reports and records of personnel, equipment, materials, supplies, time, costs and work completed.
- May be required to undergo fire training classes.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Experience
Four (4) years of experience in work involving the inspection, installation, repair and maintenance of plumbing and steam fitting fixtures, fittings, appliances and machinery.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the problems and procedures involved in the inspection, repair and maintenance of radiators, pipes, water meters, cooling, heating and irrigation systems, vacuum and condensate pumps, high and low pressure steam service lines and traps, pressure and control valves, water, drainage, waste and gas lines, toilet bowls, wash basins and other types of plumbing and steam fitting fixtures, fittings, appliances and machines.
- Ability to analyze problems involving plumbing and steam fitting, organize assigned work and develop effective work methods.
- Ability to supervise and take the lead in the installation and repair of heating, cooling and irrigation systems, laundry machinery, pressure and control valves, toilet bowls, wash basins, steam service lines and traps and other types of steam fitting and plumbing fittings, fixtures, and appliances.
- Ability to give written and/or oral directions to the Plumbers and steamfitters and other employees of the unit and supervise the performance of their work.
- Ability to see that emergency repairs are promptly made and that work areas are maintained in an orderly and safe condition.
- Ability to order, store, safeguard, issue, record, and supervise the proper use of plumbing and steam fitting equipment, materials, tools and supplies.
- Ability to supervise assigned staff and plan, organize and implement projects within the unit.
- Ability to make reports and maintain the records of personnel, equipment, materials, supplies, time, costs and work completed.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Note
For positions which require the operation of a small water treatment plant, appointees must possess or be eligible to possess a license issued by the New Jersey State Department of Environmental Protection for the operation of a water plant.
