Definition

Under the general supervision of a supervisory official in a state department, agency or institution, provides direct technical instruction and work review to Aviation Mechanics engaged in the inspection, maintenance, and repair of airframe and powerplant components of piston and turbine-powered aircraft according to procedures mandated by the aircraft manufactures and Federal Aviation Administration standards; supervises a team of Aviation Mechanics, or other technical staff as assigned; supervises all tasks related to the maintenance of helicopter and related equipment; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

Examples of work

Assists in the preparation of vendor maintenance contract specifications, and other management duties as necessary for the safe and efficient delivery of maintenance support services. Oversees all operations as stated in Federal Aviation Regulation (FAR) Part 145 / Federal Aviation Administration (FAA) regulated Repair Station. Analyzes causes of unsatisfactory performance and malfunctions in aircraft systems and components, and initiates corrective procedures. Supervises the performance of procedures involved in the installation of complete units such as engine, transmission, swash-plate assembly, main rotor head, blades, tail rotor drive, and tail rotor head and blades, or overhaul or replacement of sub-units such as generator, starter, booster pumps and controls, hydraulic servo mechanisms, and electrical systems and components. Supervises the building up, balancing, aligning and installing of main and tail rotor assemblies, the rigging of complete flight control systems, and the calculation of weights and balances. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Supervises the operational ground checks of aircraft, makes final adjustments, tracks main and tail rotor blades, adjusts blade pitch, checks fuel, oil pressure, clutches, engine and craft vibration level to ensure safety of the aircraft. Accompanies pilots on test flights and conducts post-flight inspections to determine airworthiness of the aircraft. Determines priorities and schedules work assignments of Aviation Mechanics, and provides technical advice and instruction. Edits and interprets technical aspects of aircraft and engine manufacturers service letters and bulletins. Maintains logs and records required by Federal Aviation Administration and Department or Division. Prepares specifications for tools and equipment, files and prepares purchase requisitions, maintains inventory of spare parts, equipment, fuel, oil and grease, and makes budget recommendations. Maintains vendor relations and conducts invoice reviews. Advises Bureau supervisor of specific maintenance problems and assists in drafting directives to deal with preventive maintenance procedures. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with an Associate's degree.

Experience

Four (4) years of experience in the inspection, maintenance, and repair of helicopter and/or fixed wing aircraft, airframes, turbine powerplants and related components and systems.

License

Applicants must possess a valid Federal Aviation Administration approved Airframe and Powerplant certificate considered 'recent' by the following standards set forth in the Federal Aviation Regulation, Part 65, Section 65.83: A certificated mechanic may not exercise the privileges of their certificate and rating unless, within the preceding twenty-four (24) months - (a) The Administrator has found that they are able to do that work; or (b) Has, for at least six (6) months -- (1) Served as a mechanic under their certificate and rating; (2) Technically supervised other mechanics; (3) Supervised, in an executive capacity, the maintenance or alteration of aircraft; or (4) Been engaged in any combination of paragraph (b) (1), (2), or (3) of this section. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. IN DEP - DIVISION OF PARKS & FORESTRY Appointees will be required to obtain certification as a forest fire fighter with the Department of Environmental Protection. Appointees will be required to meet forest fire fighting qualifications in accordance with the Department of Environmental Protection guidelines on an annual basis. CDL Appointees may be required to possess a valid Commercial Driver's License (CDL) only if the operation of a vehicle is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of computerized digital engine control systems. Knowledge of hydro-mechanical fuel control systems. Knowledge of dual digital automatic flight control systems. Knowledge of integrated electronic flight instrumentation, flight director systems. Knowledge of flight management, and global positioning navigation systems. Knowledge of traffic collision and avoidance systems, multi-bus DC and AC electrical systems. Knowledge of environmental control systems, engine fire detection, and suppression systems. Knowledge of retractable landing gear, dual braking systems, emergency flotation, and evacuation systems. Knowledge of forward looking infra-red radar imaging systems, computerized engine control diagnostic systems. Knowledge of computerized vibration analysis systems. Knowledge of single, and dual hydraulic systems. Knowledge of emergency medical equipment and air ambulance medical component systems. Knowledge of hydraulic, electrical and fuel systems, pertaining to turbine-powered aircraft. Knowledge of the concepts applicable to the structure and functions of hydraulics, electrical and fuel systems, aircraft sheet metal and woodwork components, propellers, weight and balance referencing flight/gravity theories and airframe construction. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to comprehend and communicate to Aviation Mechanics the applied techniques and principles of repairing and maintaining turbine-powered, rotary or fixed-wing aircraft. Ability to apply knowledge to the analyses and correction of malfunctions and unsatisfactory performance. Ability to ensure adherence to established tolerances and rigid standards performed by subordinate Aviation Mechanics on aircraft, related components and tools. Ability to demonstrate efficient technical "know-how" to subordinates engaged in technically-difficult phases of repairs, required visual inspections and maintenance programs on aircraft. Ability to comprehend and communicate desired information from technical aviation manuals and guides to subordinate personnel. Ability to maintain harmony in work relationships, and among aviation maintenance facility. Ability to maintain accurate logs and records required by federal and state authorities. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
