Definition
Under the direction of a supervisory official in the Department of Law and Public Safety, oversees the maintenance, repair, and operation of a fleet of marine vessels, engines, and other equipment used on used on State patrol vessels; supervises activities and staff engaged in repair and maintenance of marine vessels, does other related duties.
Examples of work
- Oversees work performed by subordinate mechanics and other employees engaged in the inspection, repair, and maintenance of a fleet of powered marine vessels.
- Provides advice and consultation, and responds to questions involving the more intricate diagnostic and repair work.
- Supervises the requisition of materials, equipment and supplies.
- Supervises staff involved in the inspection, troubleshooting, diagnosis and repair of engine, engine components, and steering failures.
- Supervises staff involved in the installation, adjustment and repair of various parts and equipment used in vessels and other motorized equipment.
- Supervises staff involved in the installation and routine maintenance of engine control systems, electrical systems, gauges, warning systems, and controls.
- Supervises staff performing minor and/or routine maintenance work.
- Ensures that preventative maintenance schedules are adhered to and work is completed.
- Reviews and approves repair estimates.
- Supervises the proper upkeep and maintenance of assigned equipment and work areas, and an adequate supply of needed parts for routine repairs.
- Supervises the preparation and maintenance of records and files involving equipment, materials, supplies, work assignments and associated costs.
- Supervises the transport of trailers and vessels.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Successful completion of a training program in marine mechanics at a recognized vocational or technical school, resulting in certification to service and repair marine engines. Marine mechanics training programs completed in the United States Military are acceptable.
Experience
Four (4) years of experience in the installation, maintenance, and repair of gasoline and diesel marine engines and related marine equipment, two (2) years of which shall have included functioning as a lead worker.
License
Appointees must possess a valid Motor Boat Operator's license issued by the New Jersey Motor Vehicle Commission.
<b>AND</b>
A valid Boating Safety Certificate issued by the New Jersey State Police.
Knowledge, skills and abilities
- Knowledge of the varied types of gasoline, diesel marine and other motors.
- Knowledge of preventative maintenance techniques.
- Knowledge of common reasons for motor failure.
- Knowledge of the techniques used to install, adjust and repair motors and other motorized equipment.
- Knowledge of tools and equipment used to tear down, repair, and adjust motors.
- Knowledge of the methods used to diagnose the source of mechanical problems and equipment failure.
- Knowledge of supervisory techniques.
- Ability to provide assignments and instruction to staff, and evaluate and supervise work performance.
- Ability to oversee and diagnose the source of boat mechanical problems.
- Ability to supervise and perform mechanical work in the shop and in the field on boats, portable and pressure pumps, and other equipment and machines.
- Ability to oversee and diagnose gasoline and marine diesel engine problems, correct malfunctions, and replace worn and defective parts.
- Ability to oversee and install complete assemblies and subassemblies, and the rebuilding and installing of new and/or rebuilt motors in boats.
- Ability to oversee and maintain, adjust and repair patrol boats and other equipment.
- Ability to install, adjust, and repair motors, shafts, propellers, stuffing boxes, struts, skegs, rudders, cooling systems, pumps, spark plugs, coils, generators, alternators, starters, windshield wipers, voltage regulators, batteries, exhaust systems, mufflers, clutches, steering cables, controls, and shaft couplings.
- Ability to operate motor vehicles and patrol boats.
- Ability to maintain the shop, and tools and equipment.
- Ability to requisition, store and issue equipment, materials, and supplies.
- Ability to supervise the preparation and maintenance of records of personnel, time, costs, materials used, and work performed.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

An Operator of Uninspected Passenger Vessels License or a Master's License issued by the United States Coast Guard, currently valid for the type and size vessel being operated, may be substituted for the Boating Safety Certificate.
Appointees must possess a driver's license valid in New Jersey.
The responsibility for ensuring that employees possess the required license, commensurate with the class and type of vehicles and vessels they operate, rests with the appointing authority.
CERTIFICATION
Appointees are required to possess a Marine Mechanic certification appropriate to the level of engine repair.
Appointees must obtain a Marine Travel Lift Training Certification within one (1) year of appointment.
Appointees responsible for the repair and/or servicing of vessel air conditioning systems are required to possess and maintain certification for the installation and recovery of refrigerant, commensurate with the type of equipment being serviced.
Appointees may be required to successfully complete retraining and obtain certification in the service and repair of marine motors provided by the appropriate marine engine manufacturers as determined by the appointing authority.
