Definition
Under the limited supervision of a Transportation Services Specialist 3 or 4 or other supervisory official in the Department of Treasury, Bureau of Transportation Services, or the Department of Law and Public Safety, Division of State Police, completes analytical or professional work of average difficulty required to provide or support the provision of employee automotive, bus, rail, and air transportation, in-state and out-of-state lodging accommodations, vehicle maintenance and repair, and/or statewide parking services; does other related duties as required.
Examples of work
Completes or assists in the completion of complex programmatic audits to ascertain and ensure state agency and/or internal bureau compliance with prevailing vehicle assignment, use, repair, and/or storage policies, state travel, and/or procurement rules and regulations. Writes detailed reports containing findings, statistics, and policy or procedural recommendations for improving the replacement, procurement, assignment, use, repair, or storage of state vehicles, and/or the arrangement of transportation and lodging accommodations for traveling state employees. Analyzes internal bureau operations by using research methods, operations analyses, and planning techniques; drafts procedures for the orderly, timely, responsive delivery of automotive, travel, lodging, and/or parking services to state employees. Collects, compiles, and reports accurate quantitative data on vehicle mileage, gasoline consumption, maintenance and repair costs, employee travel volume and trends, parking space allocation, and/or automotive parts and supplies procurement volumes to assist bureau management in daily decision-making and/or in preparation of the bureau's annual budget request. Establishes or assists in establishing basic data input/output controls and monitors the in-out flow of computerized vehicle assignment and use, vehicle repair and maintenance, employee travel, parking, and/or fiscal information to ensure the availability of timely, accurate management information reports. Implements or assists in the implementation of bureau fleet management, maintenance, travel, parking, procurement, and/or other administrative policies, procedures, and/or program innovations by training and/or instructing bureau staff by publicizing information, by observing and monitoring state agency and bureau performance, and by reporting deviations or critical delays to the Section Supervisor, Transportation Services Specialist 3 or 4, or other supervisory officials. Writes letters and/or memoranda explaining bureau fleet management, vehicle maintenance, parking, travel, and/or procurement policies, procedures, or services to other state officials or members of the general public. Maintains essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of investigative, auditing, research, data collection, and analysis techniques. Knowledge of report writing techniques, procedures, and formats. Knowledge of program development techniques and project control and implementation methods as they may pertain to the assignment, use, storage, maintenance, repair, or procurement of vehicles and/or the arrangement of employee travel, lodging, or parking accommodations. Knowledge of organizational structure, dynamics, behavior, and planning techniques required to ensure optimal production and timely transportation service delivery. Knowledge of fiscal planning factors and techniques as they may relate to budget preparation and/or fiscal accountability. Knowledge of management information systems, quantitative methods, and statistical techniques. Knowledge of modern operating procedures, writing techniques, and formats. Knowledge of modern fleet management, employee travel, lodging, and/or parking service activities, and program practices and methods. Knowledge of public purchasing procedures related to the procurement of vehicles, automotive parts and supplies, parking spaces, and travel and/or lodging services. Ability to collect and analyze complex quantitative, fiscal, operations research, and computer information pertaining to vehicle operation, automotive parts and supply volumes, and/or employee travel, lodging, and vehicle storage. Ability to write clear, concise, complex reports, memoranda, and letters explaining or advocating improvements to the assignment, use, storage, maintenance, repair, or procurement of vehicles and/or the arrangement of employee travel, lodging, or parking accommodations. Ability to learn, interpret, and implement the various rules, regulations, policies, and programs in the department. Ability to utilize formal and informal communication networks in a large public or private employee transportation services program. Ability to recommend necessary changes to organizational structure or operations to sustain acceptable transportation service delivery levels. Ability to develop and implement programs to fulfill the transportation needs of employees. Ability to write procedures for the effective provision of fleet management, vehicle maintenance and repair, employee parking, and/or employee travel and lodging services. Ability to maintain essential records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in a public or private organization including data collection and analysis, program development, and organizational and fiscal planning, one (1) year of which shall have included experience in an employee transportation services program. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience, one (1) year of which shall have included experience in an employee transportation services program. OR Possession of a master's degree in Business or Public Administration, Management Services, Economics, Marketing, or related field; and one (1) year of the above-mentioned professional experience, one (1) year of which shall have included experience in an employee transportation services program. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
