Definition
Under direction of the Chief or other supervisory official in the Department of Treasury, Bureau of Transportation Services or the Department of Law and Public Safety, Division of State Police supervises a major unit within the bureau or division, oversees the completion of highly complex analytical or unusually difficult administrative work, supports the provision of employee automotive, bus, rail, and air transportation, in-state and out-of-state lodging accommodations, vehicle maintenance and repair, and/or statewide parking services; Supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Supervises the completion of complex programmatic audits to ensure agency and/or bureau compliance with prevailing vehicle assignment, use, repair, and/or storage policies, state travel, and/or procurement rules and regulations. Supervises the preparation of detailed reports containing findings and recommendations for improving the replacement, procurement, assignment, use, repair, or storage of state vehicles, and/or the arrangement of transportation and lodging accommodations for traveling state employees. Supervises staff engaged in the review, evaluation, and provision of vehicles, travel, parking, or internal procurement services. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Supervises the analysis of internal bureau or division operations; writes procedures for the timely and responsive delivery of automotive, travel, lodging, and/or parking services to state employees. Collects, compiles, and submits reports of accurate, quantitative data on vehicle mileage, gasoline consumption, maintenance and repair costs, employee travel volume and trends, parking space allocation, and/or automotive parts and supplies procurement volumes, for management information and planning purposes. Establishes data input/output controls and monitors the flow of computerized vehicle assignment and use, vehicle repair and maintenance, employee travel, parking, and/or fiscal information to ensure that accurate management information reports are available. Implements or oversees the implementation of bureau or division fleet management, maintenance, travel, parking, procurement, and/or other administrative policies, procedures, and/or program innovations. Observes and monitor's state agency and bureau, or division performance; reports deviations or critical delays to the supervisor. Prepares letters and/or memoranda explaining bureau or division fleet management, vehicle maintenance, parking, travel, and/or procurement policies, procedures, or services. Supervises the maintenance of essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of investigative, auditing, research, data collection, and analysis techniques. Knowledge of program planning and development techniques, project control, and implementation methods. Knowledge of modern supervisory techniques. Knowledge of methods of data collection used for fiscal planning and analysis. Knowledge of the methods of fleet management, and employee travel, lodging, and parking service programs. Knowledge of public purchasing procedures related to the procurement of vehicles, automotive parts and supplies, parking space, travel, and/or lodging services. Ability to collect and analyze complex quantitative, fiscal, operations research, and other information. Ability to prepare correspondence in the course of official duties. Ability to read, interpret, and apply the rules, regulations, policies, and programs of the department. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to recommend necessary changes to organizational structure or operations and plans to ensure optimal transportation services delivery. Ability to develop and implement programs to fulfill the transportation needs of state employees. Ability to write procedures for the implementation of bureau programs or services. Ability to supervise the maintenance of essential records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in a public or private organization involving data collection and analysis, program development, and organizational and fiscal planning, one (1) year of which shall have included experience in an employee transportation services program and, one (1) year of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have included experience in an employee transportation services program and, one (1) year of which shall have been in a supervisory capacity. OR Possession of a master's degree in Business or Public Administration, Management, Economics, Marketing, or related field; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have included experience in an employee transportation services program and, one (1) year of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
