Definition

Under direction of a supervisory official in the Department of the Treasury, acts in the support of the Lottery sales and promotional program at the retail or corporate level; as required, promotes Lottery sales within an assigned area of the State or statewide; may be assigned to either a field office or central office location, as required; does other related duties as required.

Examples of work

Supports all aspects of lottery sales and distribution within an assigned territory of the state to ensure profitability, promote sales, and provide all necessary services to the retailers. Recruits businesses as licensed lottery retailers, recommends selection and approval of businesses as licensed lottery retailers, and, when circumstances require it, recommends termination of licensed lottery retailers. Interprets basic lottery laws and regulations to licensed lottery retailers and employees, receives, investigates, and resolves more complex complaints regarding lottery sales promotions, merchandising, and distribution. Prepares periodic reports for supervisory review relative to sales, promotion, and other related matters and as requested by management. Compiles statistical, financial, and other data reports for sales and marketing management review and appropriate action. As required, assigns work to lower level Sales Representatives. Responds to more complicated telephone questions and problems from licensed lottery retailers regarding all aspects of the lottery business. Analyzes more complicated licensed lottery retailer problems and recommends solutions. Performs and instructs licensed lottery retailers regarding instant product inventory transactions on the retailer terminal, such as status changes and stolen ticket processing. Provides instruction and guidance to licensed lottery retailers and employees in the application of merchandising, sales marketing, and promotional techniques. Prepares correspondence. Keeps immediate supervisor informed on lottery sales operations within assigned territory and reports results. Lifts, carries and delivers Lottery records, materials and supplies to licensed lottery retailers, Lottery district offices, headquarters or special Lottery promotional event. Prepares reports of lottery operations within the assigned territory. Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree.

Experience

Two (2) years of experience in any or a combination of the following areas: telemarketing sales, direct sales, customer service, sales promotion, or sales support experience.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of sales promotion techniques and their application to specific situations. Knowledge of point of purchase and merchandising techniques and their full utilization in lottery sales operations including placement of displays, signs, and other sales promotion materials. Knowledge of business and management practices. Ability to organize assigned field and liaison work, analyze sales merchandising and promotion problems which arise in a lottery operation, and develop appropriate work methods. Ability to analyze and determine appropriate solutions to situations and problems affecting and involving licensed lottery retailers and lottery policies. Ability to interpret basic laws and regulations and apply them to specific situations. Ability to conduct required field visits and investigations. Ability to lift and carry heavy cartons, records, or other paraphernalia normally used to carry out functions of the State Lottery. Ability to support licensed lottery retailers within an assigned territory including recruitment of sales outlets, interpretation of regulations, implementation of merchandizing techniques and training of individual licensed lottery retailers at the store location. Ability to resolve complaints. Ability to establish and maintain cooperative work relationships with employees, licensed lottery retailers, and with others interested in or concerned with the State Lottery. Ability to prepare correspondence. Ability to prepare clear, technically sound, accurate, and informative reports of territory lottery sales operations. Ability to maintain territorial lottery records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
