Definition

Under direction of Supervisor of License Processing or other supervisor in a state department or agency, has charge of subordinates involved in the clerical processing of license applications, licensing fees and/or examinations; may perform the more complex work involved in processing applications; does related work as required.

Examples of work

  • Supervises the work operations and/or functional programs involving the distribution of all applications for processing address changes, letters of certification, letters of clearance, form and correction notices, and other related documents.
  • Supervises the processing of licensing and correlates this activity with the Data Processing section.
  • May supervise the processing of examinations and the proper notice to those applicants scheduled for examination.
  • Supervises the issue of failure notices, did not appear notices, and license issuance for successful applicants.
  • May be responsible for the exam center and all exam booklets and exam papers and the supervision of proctors at the examination center.
  • Supervises employees engaged in a variety of clerical typing and processing work in connection with executing specific requests from other offices in the private and public sector including various law enforcement agencies in accordance with prescribed rules and regulations.
  • Compiles, tabulates, and interprets weekly, monthly, and annual statistical and financial reports.
  • Does typing accurately and rapidly from various types of copy.
  • Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
  • Reviews, checks, and certifies reports, applications, and other documents for correctness where difficult determinations are concerned.
  • Supervises the operation and maintenance of office machines and equipment including manual and electric) typewriters, duplicating machines, and adding machines in a unit.
  • Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Experience

Three (3) years of experience in the clerical review, analysis, and processing of license applications involving eligibility determinations.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of the problems to be encountered in organizing assigned clerical, processing, and supervisory work, and in developing effective work methods.
  • Knowledge of modern office methods, practices, routines, machines, and equipment.
  • Knowledge of the material, organization, and established policies, procedures and regulations of the Department after a period of training.
  • Ability to assign and instruct clerical and processing employees and supervise the performance of their work as required.
  • Ability to use good English, to spell correctly, and to use correct sentence and paragraph structure.
  • Ability to process requests for information in accordance with established procedures.
  • Ability to prepare correspondence as assigned.
  • Ability to work cooperatively with associates, subordinates, superior officials and with those persons interested in or concerned with the work of the department.
  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
