Definition
Under direction in a Data Center, is responsible for supervising and monitoring direct support to the Data Processing Operations unit in resolving production problems; directs problem diagnosis, assistance and resolution; supervises the monitoring and allocation of space on Direct Access Storage Devices, and the use of productivity aids, the maintenance of software and system libraries and technical support and guidance to users and to other units within the Data Center; does related work as required.
Examples of work
- Supervises and, as required, resolves complex on-line and batch production problems in order to provide timely and accurate service to all approved user commitments; consults with the Network Management and Systems Programming staff for assistance int he more difficult solutions of problems.
- Provides technical support and assistance to other areas within the Data Center on problems dealing with operating systems, hardware, utility programs, job control language and communications hardware and software.
- Provides technical assistance to the Systems and Programming and Resource Development units in the testing and debugging of application systems and programs.
- Controls and updates systems and application libraries in accordance with Data Center standards and procedures.
- Assists other units within the Data Center in the planning and implementation of hardware and software conversions.
- Supervises the system generation and maintenance activities of the operating system used in the Data Center.
- Assists in the technical evaluations, performance analyses, of systems and data communications software.
- Supervises the preparation and execution of special monitoring, analysis, and performance jobs at the request of other units; helps analyze results and recommends appropriate changes.
- Maintains an awareness of state-of-the-art developments in hardware and vendor supplied software; maintains contact with vendor and professional societies.
- Supervises and evaluates the performance of a staff of subordinates.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Supervises the maintenance of backup libraries and systems software to enable off-site processing in the event of emergency. Prepares clear, accurate and concise technical reports including findings, conclusions and recommendations.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college with an Associate's Degree in Data Processing.
Experience in the study of work methods and processes, the analysis of varied types of data, the design and preparation of systems and programs, the operation of multi-programming computer systems and work in the Data Processing support areas of input/output control, scheduling, or reliability support may be substituted for the required education on a year for year basis.
Experience
Three (3) years of experience in data processing systems analysis and programming design, or the analysis of work methods and processes, or the operation of multi-program computer systems, or work in the support areas of computer scheduling, input/output control and magnetic data control in the data processing field, two (2) years of which shall have been in the technical support area solving production problems and using productivity aids and job control languages, one (1) year of which shall have been in a supervisory capacity.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of computer systems hardware.
- Knowledge of special vendor aid packages.
- Knowledge of job control language, utility programs and COBOL and Assembler programming languages.
- Knowledge of facilities generally provided by operating systems software associated with multi-programmed and multi-process oriented computer systems.
- Knowledge of access methods.
- Knowledge of data communications network equipment and software.
- Ability to acquire a thorough knowledge of Data Center programs, policies and objectives.
- Ability to supervise and make necessary data application conversions from specifications and procedures.
- Ability to effectively supervise, motivate, and evaluate the performance of a staff of subordinates assigned to the unit.
- Ability to analyze operating system reports and memory dumps.
- Ability to prepare clear, accurate and concise technical reports.
- Ability to work effectively with various levels of agency personnel.
- Ability to coordinate staff training required.
- Ability to maintain essential records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

A Bachelor's degree in any field may be substituted for the Associate's Degree in Data Processing.
A Bachelor's or Master's degree in Data Processing may be substituted for one (1) year of the non-supervisory experience.

Any formal data processing training by any organization may be submitted for consideration and evaluation as possibly being equated to a specific number of college credits. The Department of Personnel will review the course content; and all the other factors involved, and make a determination. The Department of Personnel's decision in this matter is final and not subject to appeal.
