Definition
Under the direction of a Manager or a Director in the Division of Animal Health Diagnostic Laboratory, New Jersey Department of Agriculture (NJDA), in the animal laboratory assists in the development of a quality assurance program ensures compliance with quality control and quality assurance laws, regulations, policies, procedures and test results; is responsible for the implementation of the program; does related work as required.
Examples of work
- Assists in developing quality assurance program, ensuring that the quality system is implemented and followed according to ISO and/or similar standard such as AAVLD and NAHLN to ensure data integrity and laboratory safety.
- Assists in the development, control, and implementation of the plans, policies and procedures of the laboratory's Quality Assurance program to ensure the laboratory follows international, federal and state quality control, biosafety and analytical methodology laws, regulations, standards guidelines, certifications, accreditations and licenses.
- Responsible for the coordination, issuance and maintenance of quality documents and technical documents developed which address sample handling, laboratory safety, testing, quality control analytical techniques, and quality management.
- Coordinates documentation of non-conformance in laboratory operations, and monitors corrective, and preventive actions undertaken and completed by laboratory staff.
- Responsible for drafting, developing, and reviewing plans, policies, procedures that are part of the Quality System to comply with the outlines standards and regulations.
- Performs internal audits, reviews, and coordinates external audit visits to evaluate compliance with all facets of quality system program such as method-specific regulations, standards, biosafety plans and laboratory's Quality Manual.
- Monitors and coordinates specimen receiving to ensure biosafety, integrity and validity as required by quality system.
- Interprets and serves as a resource for laboratory data quality standards to be used in assessing laboratory analytical performance.
- Coordinates, monitors, reviews and reports all Proficiency Testing (PT) summaries and findings.
- Issues revisions of quality documents and ensuring that changes are being implemented.
- Coordinates laboratory accreditation and calibration activities.
- Assists in identifying risks and opportunities associated with quality control activities and implements actions to address risks and opportunities.
- Performs and monitors periodic calibration of equipment, meters, and instrumentation as needed to meet quality assurance requirements as outlined in the standard operating procedures.
- Ensures that laboratory personnel are trained on authorized standards operating procedures. Monitor and instruct laboratory staff on processes related to quality assurance.
- Prepares correspondence and special reports pertaining to laboratory quality system.
- Monitors all quality management system requirements and updates through conferences, professional meetings and publications.
- Acts as liaison to outside agencies, administration and staff to identify and resolve quality assurance issues and concerns.
- Participates or provides for participation at meetings, hearings or conferences associated with quality assurance programs.
- Configures and maintains quality and laboratory information system.
- Maintains and disposes necessary files, records and data sources appropriate to the operation of laboratory programs per laws, regulations, standards, and record retention schedule.
- Will be required to learn to utilize various types of electronic and/or manual recordings and information systems used by the agency, office or related units.
Education
Graduation from an accredited college with a bachelor's degree in Veterinary Science, Biology, Chemistry, Animal Science or a related Science.
Experience
Five (5) years of experience in animal testing related quality assurance programs for biological and chemical testing, three (3) years shall have been involved in assisting with or developing and implementing a quality assurance program.
A Master's degree in one of the fields specified above, may be substituted for one (1) year of the experience requirement. A doctoral degree in one of the areas specified above may be substituted for two (2) years of the above experience requirement.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of principles and methods of laboratory work, biosafety, quality assurance data collection, review and analysis.
- Knowledge of established quality assurance standards, laboratory safety standards and procedures in evaluating specific tests and analyses.
- Knowledge of the quality control and quality assurance procedures used to assess the validity, accuracy and precision of biological, chemical and other test results performed in compliance with quality management systems.
- Knowledge of modern chemical, biological and other laboratory instruments and their calibration.
- Knowledge of the procedures and techniques used in conducting the biological, chemical and other tests.
- Knowledge to evaluate, analyze and interpret biological, chemical and other test results.
- Knowledge of applications process and renewals of various licenses, accreditations and certifications.
- Knowledge of basic statistics involved in quality control of laboratory analyses.
- Ability to interpret State and federal laws, regulations, policies and procedures applicable to quality control and quality assurance.
- Ability to monitor staff adherence to the quality assurance program.
- Ability to comprehend data and to make sound interpretations and decisions based on data and information provided.
- Ability to compute and prepare data and statistics.
- Ability to devise and disseminate solutions to issues and problems which impact the quality of results generated.
- Ability to prepare clear, sound, accurate and informative scientific reports containing findings, conclusions and recommendations.
- Ability to plan, develop content and conduct meetings, conferences, seminars and workshops associated with quality assurance and quality control programs.
- Ability to maintain essential records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
- Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
