Definition

Under the direction of a higher level official in the Motor Vehicle Commission, serves as a second level supervisor of one or more section(s), unit(s), or team(s); provides guidance to assigned staff and coordinates the work activities thereof; does related work as required.

Experience

Six (6) years of experience applying, disseminating, interpreting and analyzing regulatory information, two (2) years of which must have been in a supervisory capacity performing one or a combination of the following functions: review and analysis of driver records; driver testing; damage and/or insurance claim evaluations or adjustment work; receipt, review, analysis/evaluation and/or response to customer inquiries and/or complaints; vehicle safety/compliance inspection, performing varied vehicle inspections; or other similar work areas related to the administration of motor vehicle regulations.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Supervises and coordinates the work operations of a unit, section, or team, responsible for such functions as: processing driver history transactions; issuing motor vehicle registrations, title and driver licenses; retrieving driver license and registration documents; imaging documents; monitoring International Fuel Tax Agreement (IFTA) registration; generating regulatory documents as required by Title 39; processing of business applications; performing varied vehicle inspections; auditing, investigating and surveying Specialty Sites, Private Inspection and Driver Testing facilities; conducting roadside, terminal or facility inspections; auditing fleet, motor pool and inspection logs and documents; criminal background checks, driving record qualifications, reexamination scheduling, and fatal accident reviews; monitoring compliance of motor vehicle laws and regulations; authorizing refunds; collecting fees and insurance surcharges; conducting pre-hearing conferences, administrative hearings, and identity verification hearings. Serves as the second level of supervision over one or more unit(s), section(s), or teams(s). Ensures staff complies with motor vehicle policies, procedures, and state statutes while conducting business with customers. Supervises work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. May participate in and/or conduct interviews of new employees and oversees the training of employees and staff. Provides recommendations regarding changes or new methods to be used for more efficient operations. Provides technical assistance and advice to staff and management in the processing of testing, driving, revoked, duplicate, and licensing documents. Oversees the recording and deposit of revenues collected by New Jersey from New Jersey based carriers and other jurisdictions and/or provinces. May be required to give testimony at administrative, civil, and criminal hearings; Explains proper procedures, regulations and any documentation presented. Investigates customer service complaints and takes appropriate action to correct the problem. Interprets regulations and advises personnel and the public of any motor vehicle procedural or policy changes; disseminates information on new policies, administrative and statutory changes and updates and ensures the implementation and compliance thereof. Provides guidance regarding document fraud to staff on the various INS documents, marriage certificates, divorce decrees, surrogate certificates and death certificates presented for the issuance of a motor vehicle document or service. Responds to inquires from motor vehicle customers, the general public, government and international officials, and state, county and municipal law enforcement officials. Ensures the professional and courteous treatment of customers and the expeditious motor vehicle servicing to customers and the public. Supervises the ordering, storing, safeguarding, issuing and use of equipment, materials, and supplies. Prepares monthly and statistical reports. Supervises the establishment and maintenance of records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units. An Associate's degree or 60 course credits from an accredited college or university may be substituted for two (2) years of the required non-supervisory experience.
