Definition
Under the direction of a higher level supervisor in the Motor Vehicle Commission, serves as a first level supervisor of compliance officers, conducting audits and investigations of facilities subject to regulation by the Motor Vehicle Commission; provides technical assistance and guidance to assigned staff and coordinates the work activities thereof; does related work as required.
Examples of work
- Supervises the work of compliance officers conducting overt (scheduled) and covert (undercover) audits/investigations at MVC agencies, private and centralized inspection stations, and school bus operators to ensure compliance with state laws, regulations, policies, and procedures.
- Oversees the investigation of complaints from customers, law enforcement agencies, municipalities, business competitors, anonymous tipsters, and other interested parties.
- Oversees the audits of MVC controlled documents such as blank titles, registrations, permits, temporary license plates, inspections stickers, etc.
- Provides guidance and instruction to lower level Compliance officer staff in the more complex audits/investigations and supervises their work performance.
- Provides instruction on new, revised, and amended compliance procedures as required by the Motor Vehicle Commission.
- Provides advice and guidance to business owners, operators, customers, MVC employees and other individuals to ensure compliance with Motor Vehicle rules, regulations, and procedures.
- Supervises work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
- Conducts and supervises the conduct of follow-up visits to ensure compliance with MVC rules, regulations, and procedures.
- Supervises the conduct of driver licensing tests.
- Supervises the conduct of audits of documents issued against transactions at Motor Vehicle Agencies.
- Supervises the audit and/or investigation of the activities and staff of school bus companies and the safety inspection of school buses.
- Supervises the audit and/or investigation of vehicle inspection facilities.
- May act as a witness to testify for the State before a Grand Jury, court of law, administrative hearing, or other judicial body as required.
- Observes employees to ensure the proper filing of MVC documents.
- Reviews and analyzes MVC inspection statistics; takes appropriate action based on findings.
- Conducts or supervises the conduct of inventories of assets or equipment.
- Reviews recommendations to suspend inspection licenses.
- Prepares clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
- Supervises the maintenance of essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Education
Possession of an Associate's degree or successful completion of sixty (60) semester hour credits.
Experience
Four (4) years of experience in a governmental or private organization involving the review and analysis of varied operations to determine compliance with existing laws, rules, regulations, or procedures.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of motor vehicle laws, rules and regulations and their application.
- Knowledge of the methods used to gather and analyze data.
- Knowledge of the methods used to conduct inspections and investigations.
- Knowledge of interview techniques.
- Ability to apply state, local, and federal laws, rules, regulations, and administrative codes to specific policies, procedures, compliance and enforcement programs, standards of regulatory control and compliance, civil, administrative and criminal violations relating to the licensing of various businesses that are regulated by the Motor Vehicle Commission including: private inspection facilities, centralized inspection facilities, MVC agencies, bus operators, etc.
- Ability to schedule work and supervise the work operations of a section, unit or team.
- Ability to conduct investigations and inspections.
- Ability to collect data through questioning.
- Ability to recognize the types of conduct that would legally constitute negligence, abuse/neglect, or willful misconduct under the regulatory enforcement of the assigned unit.
- Ability to prepare clear, sound, accurate and informative statistical and other reports of field investigations and containing findings, conclusion and recommendations.
- Ability to act as witness in court and give testimony under oath in administrative hearings, state and federal courts or other judicial bodies as may be required.

- Ability to read, writes, speak, understand and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Applicants who do not possess an associate's degree or have the required semester hour credits, may substitute additional experience as stated below on a year-for-year basis. Thirty (30) college credits are equal to one (1) year experience.
Appointees must successfully complete training in all of the following areas: Inspector License Training, Agency Business Process Training and Document Fraud Training.
School Bus Operations unit only - Appointees may be required to successfully complete the required training and obtain certification necessary to inspect school buses.
