Definition

Under the supervision of a Supervisor 2, Expungement or other higher-level supervisory official in the Division of State Police, Department of Law and Public Safety, supervises unit members responsible for all phases of the expungement process. This includes specialized information to applicants, and others, regarding expungement process; provides information to applicants and others regarding the expungement process; handles sensitive expungement processes, requests and complaints; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

Examples of work

Directly supervises unit staff, including paralegals, and activities. Supervises the daily operations and routine matters and handles sensitive technical duties involving the review, processing, data entering or recording, and issuance of documents in accordance with applicable laws, regulations, policies and procedures. As an experienced staff member, supervises the performance of higher-level reviews on all outgoing correspondences, including letters to prosecutors. Supervises the performance of technical duties involving the review, processing, data entering or recording, and issuance of expungement documents in accordance with applicable laws, regulations, policies and procedures. Supervises Agency Services Representatives or other clerical staff. Assists in organizing the clerical function of all documents received in the unit, for correct information prior to coding and computer input. Develops effective work procedures for the unit. Supervises and maintains the operational efficiency of the unit in order to provide an effective workflow between the unit and other units in the Bureau. Keeps superiors informed of any operational or security problems experienced by unit personnel. Implements security measures in the unit with established legislative, judicial, and department guidelines specified in State and federal law. Trains or supervises the training of new employees in expungement and unit procedures and functions. Creates and maintains unit records, reports and files. Requisitions, records, stores and supervises the proper use of equipment and supplies. Prepares reports containing findings, conclusions and recommendations. Supervises the verification of information. Supervises the troubleshooting activities of system malfunctions. Provides directions concerning the security, purging and/or destruction of source documents and other confidential records. Maintains liaison with other units regarding operations within the Bureau. Supervises the operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or discipline of employees. Supervises the maintenance and security of confidential and essential records and files maintained by the unit. Assigns work to technical and clerical personnel involved in collection, verification, collation, and dissemination of information pertaining to criminal documents and criminal history records. Responsible for the resolution of questions posed by State, county and local agencies regarding New Jersey Statutes. Prepares correspondence during official duties. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Experience

Five (5) years of experience in expungement related activities, including but not limited to the review, processing, filing, modification, correction and/or research of records, criminal histories, and other documents used by state, local and federal law enforcement agencies during the expungement process, and conducting computer inquires against criminal and/or court related databases and public related inquiries.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of modern office methods, procedures, and equipment. Knowledge of filing equipment, procedures, and techniques, and their adaptation to the work of the unit. Knowledge of procedures used in filing, updating, searching, recording, and related functions pertaining to computerized database options of information system(s). Knowledge of programs and functions of the Identification and Information Technology Section. Knowledge of employee performance evaluation procedures. Knowledge of established procedures for purging documents and information from the Division of State Police. Knowledge of all functions and methods of expungement procedures. Knowledge of data reduction in order to oversee modification and correction of complex criminal histories. Knowledge of the security and scope of records and files to be retained in the Division of State Police Master Files and the network database depositories. Ability to supervise a group of clerical employees in the accurate compilation and maintenance of statistical reports. Ability to plan and implement security systems to prevent loss, misfiling, theft and misuse of records. Ability to recognize and correct security violations as outlined in Federal Regulations Governing Judicial Administration and state rules and regulations. Ability to plan and adapt clerical procedures to meet the specific requirements of the various units in the State Bureau of Identification. Ability to assign, train, and supervise the work performance of unit clerical employees. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to prepare and supervise the preparation of reports and other communications and correspondence. Ability to supervise the establishment and maintenance of essential records, reports, and files. Ability to analyze large scale specialized file problems and help develop appropriate work methods for the unit to meet specific requirements. Ability to assign, instruct, train, and supervise the workload of unit employees engaged in preparing, filing, searching, and retrieving computerized/manual records. Ability to review criminal history data and records in accordance with established legislative, judicial and state authorized guidelines. Ability to ensure that agency procedures and regulations pertaining to the release of record information are observed. Ability to prepare correspondence during official duties. Ability to acquire specific and detailed knowledge of rules and regulations, standards, policies, and procedures of the unit and Division of State Police records and their application to specific cases in order to recognize and correct security violations as outlined in New Jersey Admin Code 13:59-1 (Noncriminal Justice Purposes). Ability to prepare clear, technically sound, accurate, and informative reports. Ability to keep accurate and complete records of documents received, input, and pending. Ability to assist in the training of new staff members in all phases of data entry, modification, correction, and review of system output. Ability to analyze large scale specialized files problems, organize assigned supervisory and technical work, and help develop appropriate work methods for the unit. Ability to assign, instruct, train, and supervise the work of unit employees engaged in preparing, indexing, filing, searching, and retrieving extensive criminal records. Ability to follow division procedures and regulations. Ability to prepare clear, technically sound, accurate, and informative reports. Ability to supervise the establishment, security and maintenance of essential and confidential records and files. Ability to testify in courts of law as a State witness. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position.
