Definition

Under the direction of an administrative official in the Division of State Police, Department of Law and Public Safety, organizes and ensures operational efficiency of the unit; and supervises unit members responsible for all phases of the expungement process. This includes specialized information to applicants, and others, regarding the expungement process; provides information to applicants and others regarding the expungement process; handles the more complex and/or sensitive expungement processes, requests and complaints; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

Examples of work

Ensures the operational efficiency of the units supervised. Supervises the performance of the most complex and/or sensitive technical duties involving the review, processing, data entering or recording, and issuance of documents in accordance with applicable laws, regulations, policies and procedures. As an experienced staff member, supervises the performance of higher-level reviews on all outgoing correspondences, including letters to prosecutors. Supervises the performance of technical duties involving the review, processing, data entering or recording, and issuance of expungement documents in accordance with applicable laws, regulations, policies and procedures. Supervises lower level supervisors, agency service representatives and paralegals performing expungement functions. Keeps their unit head informed of any operational or security problems experienced by unit personnel. Organizes the clerical function of all documents received in the unit, for correct information prior to coding and computer input. Develops clerical and technical procedures to meet goals and objectives of the Expungement Process. Supervises the training of staff on how to utilize various types of electronic and/or manual recordings and computerized information systems and software applications used by the agency, office or related units. Supervises the creation and maintenance of unit records, reports and files. Prepares reports containing findings, conclusions and recommendations. Supervises the verification of information. Supervises the troubleshooting activities of system malfunctions. Provides directions concerning the security, purging and/or destruction of source documents and other confidential records. Maintains liaison with other units regarding operations within the Bureau. Supervises the operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or discipline of employees. Responsible for implementing security within the unit as set forth by federal regulations. Responsible for the resolution of questions posed by State, county and local agencies regarding New Jersey Statutes. Prepares correspondence during official duties. Supervises the requisition, storage, safeguards, security, and proper usage related to equipment, materials, and supplies. Supervises the maintenance and security of confidential and essential records and files maintained by the unit. Assigns work to technical and clerical personnel involved in the collection, verification, collation, and dissemination of information pertaining to criminal documents and criminal history records. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Experience

Six (6) years of experience in expungement related activities, including but not limited to the review, processing, filing, modification, correction and/or research of records, criminal histories, and other documents used by state, local and federal law enforcement agencies during the expungement process, and conducting computer inquires against criminal and/or court related databases and public related inquiries. One year (1) of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of programs and functions of the State Bureau of Identification. Knowledge of modern office methods, procedures, and equipment. Knowledge of filing equipment, procedures, and techniques, and their adaptation to the work of the unit. Knowledge of employee performance evaluation procedures. Knowledge of procedures used in filing, updating, searching, recording, and related functions pertaining to computerized database options of information system(s). Knowledge of programs and functions of the Identification and Information Technology Section. Knowledge of established procedures for purging documents and information from the Division of State Police, State Bureau of Identification. Knowledge of all functions and methods of expungement procedures. Knowledge of data reduction in order to oversee modification and correction of complex criminal histories. Knowledge of the security and scope of records and files to be retained in the Division of State Police Master Files and the network database depositories. Knowledge of job functions and level of ability to assign tasks and special projects. Knowledge of criminal information files including documents that substantiate those records. Ability to review and update existing unit procedures and quantified work standards to achieve workload distribution objectives. Ability to oversee, instruct, train and supervise the employees assigned to subunits of the work operation. Ability to interface with other State Police unit supervisors and other law enforcement agencies personnel and provide guidance. Ability to plan and implement security systems to prevent loss, misfiling, theft and misuse of records. Ability to recognize and correct security violations as outlined in Federal Regulations Governing Judicial Administration and state rules and regulations. Ability to prepare and supervise the preparation of reports, memoranda, correspondence or other documents. Ability to effectively interact and represent the Division of State Police with law enforcement and other officials from federal, state, and municipal agencies in developing mutual cooperation and information sharing of confidential data. Ability to develop job standards, duties and responsibilities for subordinate personnel and to supervise and evaluate the performance of their work. Ability to supervise the establishment, security and maintenance of essential equipment, materials, supplies and confidential records and files. Ability to analyze large scale specialized file problems and help develop appropriate work methods for the unit to meet specific requirements. Ability to testify in courts of law as a state witness concerning the process and procedures of the unit. Ability to instruct others to utilize various types of electronic and/or manual recordings and computer information systems and software applications used by the agency, office or related units. Ability to plan and adapt procedures to meet the specific mission of the unit and monitor its output. Ability to assign, train, and supervise work performance of unit personnel for redaction and properly storing complete and accurate criminal records. Ability to review criminal history data and records in accordance with established legislative, judicial and state authorized guidelines. Ability to ensure that agency procedures and regulations pertaining to the release of record information are observed. Ability to acquire knowledge of the programs and functions of the State Bureau of Identification. Ability to acquire knowledge of New Jersey State Statutes and all acceptable charges to be modified in applicable systems. Ability to acquire specific and detailed knowledge of rules and regulations, standards, policies, and procedures of the unit and Division of State Police records and their application to specific cases in order to recognize and correct security violations as outlined in New Jersey Admin Code 13:59-1 (Noncriminal Justice Purposes). Ability to plan and adapt clerical procedures to meet the specific needs of the unit. Ability to prepare as well as supervise the preparation of correspondence. Ability to prepare as well as supervise the preparation of statistical and other unit reports. Ability to supervise the maintenance of essential records, reports and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand and communicate in English sufficiently to perform the duties of this position.
