Definition

Under general direction of a supervising engineer title or other supervisory official in a state department, institution, or agency, supervises two or more units engaged in engineering support functions. Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

  • Organizes, plans, schedules, trains, supervises, and assigns work to engineering technicians in gathering, analyzing, manipulating, and arranging traffic and incident data for use in engineering projects.
  • Performs complex duties relating to engineering support work for traffic engineering projects.
  • Compiles information for inclusion in traffic incident and accident reports.
  • Coordinates and monitors roadway construction activities and evaluates such areas for traffic congestion and implements traffic diversion and/or detour routes as necessary.
  • Supervises engineering technicians in monitoring and disseminating information relating to emergency and non-emergency traffic conditions and incidents and assessing congestion levels and the severity of incident conditions.
  • Supervises the coordination of information with others such as transportation agencies, NJ Turnpike, NJ State Police, State and local police, fire/rescue, other neighboring states.
  • Supervises engineering technicians in operating and monitoring intelligent transportation systems equipment such as closed-circuit television system and monitoring of the Department's radio transmissions for traffic information.
  • Evaluates traffic incidents and determines the necessary plan and response equipment needed to clear the roadway of incidents and implements traffic diversions and/or identifies alternate routes for traffic detours as required.
  • Monitors field equipment for malfunctions and resolves equipment problems.
  • Supervises the tracking and recording of traffic incidents.
  • Operates and supervises engineering technicians in operating motorist information systems such as variable message signs and the 511 system to provide information to the motoring public.
  • Supervises engineering technicians in comparing and checking for accuracy real-time traffic information with daily emergency traffic interference and planned traffic interference reports for use by engineers.
  • May assist in establishing and implementing policies and procedures including standard operating procedures.

Education

High school diploma and satisfactory completion of high school level courses in basic mathematics which shall have included completion of courses in Geometry and Algebra levels 1 and 2.

Experience

Six (6) years of technical experience performing engineering support tasks involved in the planning, surveying, design, inspection, investigation, and/or maintenance of various types of engineering projects or operations, one (1) year of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge of materials, tools, and equipment used in various engineering, construction, maintenance, and/or operational projects. Knowledge of problems that arise when investigations, inspections, and surveys are made in the field, and of the precaution to be taken. Knowledge of techniques and procedures used in gathering, analyzing, manipulating, and arranging data. Knowledge of basic mathematical operations and basic geometry concepts. Knowledge of principles of management and supervision.
