Definition

Under general direction of a supervising engineer title or other supervisory official in a state department, institution, or agency, supervises two or more units engaged in engineering support functions. Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

Examples of work

• Organizes, plans, schedules, and supervises activities of a party or parties performing investigations, inspections, and surveys involved in engineering and planning projects and related work.
• Trains and supervises subordinates in collection, assembly, analysis, manipulation, and recording of data for use in engineering projects and/or for use in developing forecasts/projections relative to planning studies.
• Visits work locations in the field to ensure that proper procedures are being followed, and to review raw data for accuracy/completeness.
• May develop sketches in the field of existing conditions.
• Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
• Evaluates data at all stages of collection, assembly, and presentation to determine that they meet existing specifications.
• Develops and interprets the more difficult proofs, charts, maps, and other project plans, and supervises subordinates in this work.
• Maintains complete records pertaining to performance and functions of assigned subordinates.
• Participates in the design of features; performs mathematical computations involved in engineering construction and operations; may be assigned responsibility for designing small construction projects under the direction of an engineer.
• Establishes sampling plans.
• Makes studies, prepares reports, performs statistical calculations, collects samples, and makes tests.
• Ensures that subordinates are familiar with all plans, specifications, policies, procedures, and amendments relating to their specific assignments, and that they are complying with them.
• Makes recommendations pertaining to specifications, investigations, inspections, and survey procedures.
• Assumes responsibility for maintenance of records and files.
• Performs various types of complex surveys necessary for the design and/or construction of state roads, bridges, parks, buildings, and structures including property surveys, horizontal and vertical surveys of projects, and post-construction quantitative analyses.
• Operates and ensures that proper care is given to surveying equipment, testing equipment, and miscellaneous recording devices.
• Operates Computer Aided Design and Drafting (CADD) systems.
• Sets up and/or supervises the set up of safety and surveying equipment.
• May be required to carry signs and surveying equipment, clear brush and pound stakes, hubs, and rebar.
• Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.
• <u>WHEN ASSIGNED TO TRANSPORTATION SYSTEMS MANAGEMENT:</u>
• Organizes, plans, schedules, trains, supervises, and assigns work to engineering technicians in gathering, analyzing, manipulating, and arranging traffic and incident data for use in engineering projects.
• Performs complex duties relating to engineering support work for traffic engineering projects.
• Compiles information for inclusion in traffic incident and accident reports.
• Coordinates and monitors roadway construction activities and evaluates such areas for traffic congestion and implements traffic diversion and/or detour routes as necessary.
• Supervises engineering technicians in monitoring and disseminating information relating to emergency and non-emergency traffic conditions and incidents and assessing congestion levels and the severity of incident conditions.
• Supervises the coordination of information with others such as transportation agencies, NJ Turnpike, NJ State Police, State and local police, fire/rescue, other neighboring states.
• Supervises engineering technicians in operating and monitoring intelligent transportation systems equipment such as closed-circuit television system and monitoring of the Department's radio transmissions for traffic information.
• Evaluates traffic incidents and determines the necessary plan and response equipment needed to clear the roadway of incidents and implements traffic diversions and/or identifies alternate routes for traffic detours as required.
• Monitors field equipment for malfunctions and resolves equipment problems.
• Supervises the tracking and recording of traffic incidents.
• Operates and supervises engineering technicians in operating motorist information systems such as variable message signs and the 511 system to provide information to the motoring public.
• Supervises engineering technicians in comparing and checking for accuracy real-time traffic information with daily emergency traffic interference and planned traffic interference reports for use by engineers.
• May assist in establishing and implementing policies and procedures including standard operating procedures.
• Prepares reports and correspondence relating to traffic incidents.
• Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.

Education

High school diploma and satisfactory completion of high school level courses in basic mathematics which shall have included completion of courses in Geometry and Algebra levels 1 and 2.

Experience

Six (6) years of technical experience performing engineering support tasks involved in the planning, surveying, design, inspection, investigation, and/or maintenance of various types of engineering projects or operations, one (1) year of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge of procedures applied in engineering activities and related technical operations. Knowledge of materials, tools, and equipment used in various engineering, construction, maintenance, and/or operational projects. Knowledge of problems that arise when investigations, inspections, and surveys are made in the field, and of the precaution to be taken. Knowledge of techniques and procedures used in gathering, analyzing, manipulating, and arranging data. Knowledge of basic mathematical operations and basic geometry concepts. Knowledge of principles of management and supervision. Knowledge of department purposes, procedures, and standards, Ability to organize assigned field and office work, analyze and perform necessary operations, and develop effective work methods. Ability to operate surveying and testing instruments. Ability to set up safety and surveying equipment. Ability to read and interpret plans, maps, and specifications. Ability to supervise subordinates, and to provide formal/informal instruction. Ability to supervise assigned staff and plan, organize and implement projects within the unit. Ability to maintain cooperative working relationships with coworkers, supervisor, and with the public. Ability to prepare contract drawings utilizing Computer Aided Design and Drafting (CADD) systems. Ability to prepare clear, technically sound, accurate, and informative reports of investigations, inspections, surveys, and analyses containing findings, conclusions, and recommendations. Knowledge of the hazardous materials symbols and how to disseminate the information to responders of traffic incidents. Knowledge of highway capacity calculations. Knowledge of the general principles and practices of traffic engineering. Ability to compile information for inclusion in traffic incident and accident reports. Ability to monitor roadway construction activities for traffic congestion and to determine the appropriate plan and response equipment necessary to divert traffic and/or establish detour routes as required. Ability to supervise engineering technicians in monitoring and disseminating information relating to traffic conditions and incidents and assessing information for use in engineering projects and to develop effective work methods. Ability to coordinate traffic incidents and determine how to effectively clear incidents and/or reroute traffic. Ability to operate communications equipment and software related to traffic. Ability to establish working relationships with others and to communicate effectively. Ability to monitor field equipment for malfunctions and resolve equipment problems.
