Initiates and directs special studies and surveys concerning proposed legislation and the possible impact on the industry. Confers with representatives of insurance companies or other recognized agencies when problems arise; participates in hearings or conferences to resolve important and technical insurance problems; corresponds and confers with members of the public on matters pertaining to insurance. Personally performs highly confidential and sensitive studies, surveys and investigations. Recommends personnel actions such as hiring, firing, promoting, or disciplining. Writes narrative letters, reports, technical, statistical or financial reports. Summarizes information from files, reports, documents, research, notes or meetings Devises improvement or change plans for the operation of the unit. Monitors the progress of work or projects. Plans staffing or organization structure. Maintains an effective and cooperative relationship with Insurance Industry groups to ensure maximum program participation, and adherence to state and federal laws. Estimates necessary quantity of time, costs, materials or personnel for the accomplishment of assignments or goals. Answers questions about application of regulations or policies. Trains subordinates on the job. Consults with outside agencies or individuals about information necessary for job assignments. Settles conflicts or problems in a supervisory capacity. Explains agency programs and services. Informs the responsible person or organization of difficulties, accomplishments, plans or goals. Confers with administrators at policy-making level. Meets with various policy-making boards, committees or task forces. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. KNOWLEDGE, SKILLS, AND ABILITIES COMMON TO ALL LEVELS Knowledge of New Jersey's insurance laws, regulations, policies, procedures and methods of operation as applicable to the position. Knowledge of the techniques used in analyzing and compiling statistical reports. Knowledge of the principles and techniques of supervision. Knowledge of the principles of modern personnel administration, including employee performance evaluation procedures, disciplinary procedures, training principles and techniques, grievance procedures, and the theories of employee motivation, reinforcement, job satisfaction and job enrichment. Knowledge of the principles of business administration and public administration. Knowledge of the principles of organizational development. Knowledge of budgeting methods and principles. Knowledge of strategic planning processes. Ability to analyze, interpret, and apply insurance laws and regulations. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Level 1 Nine (9) years of professional experience in at least three (3) of the following elements: claims investigation; reviewing financial records, investigating complaints or underwriting work; analysis and review of rating systems and policy forms used by insurance companies and rating organizations; the valuation and certification of reserves; development and implementation of real estate and/or insurance practices, policies and procedures; or insurance auditing and examination, two (2) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. Level 2 Ten (10) years of professional experience in at least four (4) of the following elements: claims investigation; reviewing financial records, investigating complaints or underwriting work; analysis and review of rating systems and policy forms used by insurance companies and rating organizations; the valuation and certification of reserves; development and implementation of real estate and/or insurance practices, policies and procedures; or insurance auditing and examination, three (3) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and six (6) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
