Examples of work

Guides staff in the application of laws, policies, rules and regulations. Communicates with representatives of insurance companies, licensees, trade organizations, or other recognized agencies. Meets and represents the Department with various policy-making boards, committees or task forces. Provides on the job training to staff. Initiates and directs special studies and surveys concerning proposed legislation and the possible impact on the industry, public, and Department resources. Maintains a cooperative working relationship with industry groups, policy-making boards, committees task forces or other recognized agencies to evaluate and ensure maximum program effectiveness, participation and adherence to applicable state and federal laws. Prepares monthly, annual and other reports of the work program and writes narrative letters, reports, technical, statistical or financial reports containing findings, conclusions, and recommendations. Plans, organizes and directs the more complex studies and analyses involving all filings to determine compliance with existing laws and regulations and prepare formal recommendations. Supervises the information gathering process and preparation of detailed reports on audits, investigations, field surveys or examinations prepared by the office and/or field staff; evaluates findings, makes necessary modifications, and recommends action. Develops, interprets and promulgates policies and objectives for statistical procedures to provide valid, quality and reliable data for insurance regulation. Supervises the preparation of the Commissioner's Annual Report pursuant to N.J.S.A 17:1-9 and the filing of annual financial statements. Reviews financial statements and other data. Manages the work operations and or functional programs of the unit or sub-unit and has responsibility for effectively recommending the hiring, firing, promoting, demoting and or disciplining of employees. May review the recommendations prepared for the (1) approval or disapproval of insurance rating systems and amendments or revisions; (2) filings of policy forms and insuring provisions submitted by insurance companies; or, (3) the statistical data reported by insurance companies and rating organizations to determine compliance with the rating law and form filing law. May direct the annual valuation of reserves and completion of certificates of valuation to verify that reserves make adequate provision for obligations to policyholders and are calculated in accordance with statutes and regulations. Directs the analysis of insurers, health maintenance organizations, special permit holders and joint insurance funds seeking authorization. May participate in the preparation of cases for administrative and judicial reviews and hearings; may present evidence at such hearings. Supervises the maintenance of records and files. Will be required to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

License

Applicants must possess any one of the following certifications or other credentials. Life Office Management Association (LOMA), Member of the Society of Actuaries, Member of the American Academy of Actuaries, a Master's degree in Public Administration, Business Administration or Accounting, a professional designation of Juris Doctor (JD) or Certified Public Accountant (CPA), completion of the Chartered Property Casualty Underwriters (CPCU) program, the Chartered Life Underwriter (CLU) Program, Certified Insurance Examiner (CIE), Certified Financial Examiner (CFE) or Accredited Financial Examiner (AFE), Fellow, Life Management Institute, or any of the following National Association of Insurance Commissioners (NAIC) designations: Associate Professional in Insurance Regulation (APIR), Professional in Insurance Regulation (PIR), Senior Professional in Insurance Regulation (SPIR), Investment Professional in Insurance Regulation (IPIR); or any of the Insurance Regulatory Examiners Society (IRES) Designations: Accredited Insurance Examiner (AIE'), Certified & Certified Insurance Examiner (CIE'), Certified Insurance Consumer Service Representative (CICSR'), Market Conduct Management (MCM'), Advanced Market Conduct Management (AMCM'). Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of computer applications such as EDP systems utilized in the work operation. Knowledge of generally accepted accounting principles, methods, and procedures used to keep and audit systems of accounts and examine financial records. Knowledge of the principles of rating and insuring procedures followed by insurance companies and rating organizations. Knowledge of the principles of insurance related to rates and policy forms, product development, marketing, reserving and financial operations. Knowledge of the methods and procedures used to plan and conduct surveys for charters or licenses. Knowledge of the procedures and methods used to examine rating organizations, advisory organizations, joint underwriting organizations, insurance companies, agents and brokers. Knowledge of the principles of business and public administration. Ability to analyze applications, reports of examination and the investigations conducted by the Department. Ability to interact and communicate with various people in differing situations. Ability to analyze statistical reports. Ability to supervise the maintenance of essential records and files. Ability to analyze, interpret, and apply laws, regulations and policies. Ability to assign, instruct, direct and evaluate performance of supervisory, technical, clerical and other employees. Ability to prepare correspondence. Ability to prepare reports containing findings, conclusions, and formal recommendations. Ability to keep current with new developments, technical advances and trends that may affect programs and functions of the department. Ability to plan, organize, and participate in studies and research projects and prepare reports. Ability to direct the investigation of complaints and inquiries against licensees. Ability to communicate with financial institution representatives, representatives of other states, Department officials and other interested parties about insurance policies and benefits. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. Level 2 Ten (10) years of professional experience in claims investigation; reviewing financial records, investigating complaints or underwriting work; analysis and review of rating systems and policy forms used by insurance companies and rating organizations; the valuation and certification of reserves; development and implementation of real estate and/or insurance practices, policies and procedures; or insurance auditing and examination, three (3) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and six (6) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
