Definition
Under direction of a Director, or other supervisory official in the Department of Health and Senior Services, manages the planning and organization of an evaluation and licensing program and provides oversight of program for licensed/certified/registered health care facilities or services; directs and coordinates program activities; does other related duties. Employees in this title are responsible for program management in the Division of Health Facilities Evaluation and Licensing which is responsible for enforcement of state licensing regulations and Medicare certification standards, and administration of the certificate of need program.
Examples of work
Manages the planning and organization of an assigned program. Develops and oversees the implementation of a process for timely completion of surveys, visits, complaint investigations and consultations. Interprets Federal and State laws and regulations to ensure program compliance with applicable laws, Federal contract requirements and agreements with other State agencies. May perform and/or participate in Health Care Facility/Service surveys. Allocates available human resources for evaluation and licensing program. Develops program implementation methods, research projects, health facility survey methodology, participant notification, complaint investigation and certification procedures. Evaluates survey reports and outcomes and makes licensing or certification recommendation. Supervises subordinate staff in the citation of facilities for deficiencies related to medical records, patient care and physical condition of property. Recommends changes in regulations, procedures or systems in order to improve the licensing and survey process or the quality of patient care consistent with the applicable regulatory requirements. Evaluates program effectiveness and implements changes when required. Receives, reviews, evaluates and makes determinations regarding first line of appeals regarding health facility citations. Provides technical assistance and consultation to other State and federal agencies, professional organizations, vendor groups, and providers of health care services to include both formal and informal presentations. Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Meets with staff to explain the program, and coordinate individual responsibilities, functions and phases of the program. Prepares and reviews reports and records of program activities. Develops, evaluates and updates program priority plans and policies to accommodate new statutory and/or contract responsibilities. Establishes and maintains collaborative working relationships with Federal government and other State agencies to coordinate and obtain financial support, administrative guidance, and promote program objectives. Supervises subordinate staff in the evaluation of facility premises, equipment, personnel, policies and procedures for compliance with State licensing regulations, federal regulations and with Medicare conditions of participation or certification; ensures vital health data collection and analysis according to administrative/fiscal guidelines. Supervises the staff responsible for the review and analysis of proposed legislation/regulations and provides interpretation and guidance to department staff and regulated health care facilities/services to promote quality, accessible, cost effective health care. May have responsibility for a Health Care Facility/Service resource information database providing status and summary data to interested parties and the public on certificate of need applications. Prepares applications for federal and other non-state funding to support program functions, and administers contractual agreements with outside agencies performing program services. Represents the department at meetings, hearings, and other engagements. Supervises the preparation of correspondence and reports. Supervises the establishment and maintenance of records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the Agency, office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Ability to plan and supervise control systems for the timely completion of health facility/service regulations and apply them to specific situations. Ability to interpret health facility/service laws, rules and regulations and apply them to specific situations. Ability to provide assignments and instruction to staff and supervise the work performance. Ability to evaluate health facility/service program activities and provide recommendations for changes. Ability to provide technical assistance and consultation to staff and representatives of other agencies and interested parties. Ability to prepare reports and correspondence. Ability to plan and conduct research. Ability to program resource expenditures within budget allocations. Ability to establish and maintain collaborative working relationships with those interested or involved in the work of the program. Ability to participate in the development of health facility/service training programs. Ability to collect, interpret and analyze data and other information. Ability to establish and maintain records and files. Ability to learn to utilize various types of electronic and/or manual recording and informational systems used by the agency, office or related units. Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience involving the evaluation, inspection or surveying of health care facilities/services, two (2) years of which shall have been in a supervisory capacity. OR Nine (9) years of professional experience in health care facilities/services which may include professional experience as a nurse, nurse administrator, dietician, pharmacist, or related health care field, two (2) years of which shall have involved responsibility for staff supervision and oversight of operational activities. OR Possession of a Bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. Applicants who do not possess the required Bachelor's degree but have graduated from an accredited school of nursing and possess a license as a Registered Professional Nurse (RN), may supplement two (2) additional years of professional experience indicated above for the Bachelor's degree. OR Possession of a Master's degree from an accredited college or university in Health Care Financing, Hospital Administration, Health Education, Health Planning, Public Health, Public Administration, Business Administration, Nursing, Social Work, or Statistics; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. OR Possession of a Doctoral degree or Juris Doctorate in any of the above or related fields from an accredited college or university, and three (3) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. Appointees may be required to complete training and obtain certification to comply with Federal survey/certification requirements, specific to assigned programs, within twelve (12) months of appointment. Appointees may be required to complete additional training to maintain certification. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
