Definition

Under direction of an administrative official in the Division of Parks and Forestry, Department of Environmental Protection, serves as a liaison between the central office and the individual field areas in a large region (one-third of the State): is responsible for the execution of all policy; organizes and directs the overall administration, operation, maintenance, and protection of all State parks, forests, natural areas, recreation areas, historic sites and other miscellaneous areas within an assigned region; does related work as required.

Examples of work

• Directs Superintendents, Parks and Forestry in the overall administration, operation and maintenance programs for the public lands and facilities within an assigned region.
• Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Directs the implementation and supervision of State Park Service funds for Operation and Maintenance of the State Parks, forests, historic sites, recreational areas, natural areas and other areas assigned within the Region.
• Directs the implementation and supervision of the Revenue Collection Program and ensures that proper fiscal procedures are followed at each field installation.
• Directs the implementation and supervision of Seasonal Employee Programs within the Region.
• Directs the implementation and supervision of the Buildings, Grounds and Facilities Maintenance Programs at all field installations within the Region; establishes standards of neatness and cleanliness and develops programs consistent with State Park Service Policies, BOCA, OSHA and similar laws governing public facilities.
• Directs a Regional Maintenance Work Program and Regional Maintenance Force when required on a continuous or seasonal basis; directs short term work force reassignments, when necessary, to meet maintenance requirements.
• Reviews and approves all physical changes to structures or grounds within the Region.
• Directs the implementation and supervision of the Equipment and Equipment Maintenance Program; is responsible for the proper allocation of vehicles and equipment at each park; and reassigns funds and equipment as necessary within the Region.
• Directs the implementation and supervision of water safety programs at all bathing areas within region, with responsibility for establishing equipment procurement and compliance with State Health Codes and State Park Service policies.
• Directs the implementation and supervision of the Resource Protection Program and Progressive Enforcement Program to curtail resource destruction and violations of regulations; establishes standards for the park visitor assistance and progressive enforcement programs within the Region, consistent with State Park Service Policy and Administrative Code regulations; and directs short term employee reassignments when necessary, to meet visitor service or resource protection requirements.
• Directs the implementation and supervision of individual park budget requests, approves individual budget requests, and is responsible for the budget of the entire region and establishing the priorities.
• Directs implementation and supervision of the Regional Security and Public Safety Program; and has responsibility for closing areas or facilities and restricting use when hazards to the public or other emergency conditions exist.
• Directs the implementation and supervision of the interpretive, public outreach, publications revisions and distribution, and related services.
• Reviews and assists in the preparation of scopes of work and specifications for major maintenance and capital improvement projects; reviews plans and makes recommendations for capital improvements; and collaborates with the supervisory and technical staff responsible for such work.
• Participates in meetings and conferences concerning matters related to the State Park Service.
• Promotes public relations program to stimulate environmental awareness and to acquaint the public with the program and facilities of the Region and the State Park Service.
• Establishes liaison and cooperative working relationships with citizen and government organizations, federal, state, and local government officials, and legislators on behalf of the State Park Service.
• Supervises, reviews and approves requests for various supplies and equipment.
• Conducts investigations of a complicated and/or confidential nature and prepares reports thereon.
• Coordinates with the New Jersey Forest Fire Service in the control and extinguishment of forest fires; directs the allocation of workers and equipment from the region to patrol during severe fire conditions.
• Directs and assists in the preparation of reports on proposed land acquisitions and makes evaluations thereof; recommends areas for acquisition by the State.
• Reviews and comments on the technical forestry operations using plans prepared by the Division technical staff, including pre-suppression fire activities and forest management plans; and ensures that the forest resources are protected and managed for multiple use.
• Prepares and directs the preparation of clear, accurate, and informative reports and correspondence.
• Directs the establishment and maintenance of essential Region records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Education

Graduation from an accredited college with a Bachelor's degree in the field of Forestry; Landscape Architecture; Park Planning, Park Management, or Park Recreation; or Natural Resource Management Cultural Resource Management, Environmental Studies, Wildlife Management, Biological Sciences or Ecology

OR

Graduation from an accredited college or university with a Bachelor's degree in Environmental Policy, American History, Education, Public Administration including or supplemented by twenty-one (21) semester credit hours in any combination of wildlife management, research methods, natural resources management or parks and recreation management.

Experience

Five (5) years of experience in a natural resources management program with supervisory responsibility for the administration, operation, protection, and maintenance of publicly and/or privately owned lands and facilities managed for recreational and conservation use.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of land management principles and techniques as related to outdoor recreation and natural resource conservation.
• Knowledge of basic business management and supervisory principles, personnel practices, and techniques.
• Knowledge of the natural resources of a park or forest including knowledge of common trees, plants and animals.
• Knowledge of the principles and techniques of construction and maintenance of buildings and other facilities found on State parks, forests, recreation areas and historic sites.
• Ability to comprehend, analyze, and interpret laws pertaining to State forests, parks, historic sites and to the health, safety and general welfare of the public at large.
• Ability to interpret laws, rules and regulations and apply them to specific situations.
• Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the State Park Service.
• Ability to manage the operations and staff of a public recreation area or facility and protect its natural resources.
• Ability to conduct and direct investigations of a complicated and/or confidential nature.
• Ability to prepare and supervise preparation of reports and correspondence.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, officer or related units.
• Ability to read, write, speak understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
