Definition
Under direction of the Chief Executive Officer or designee in a health care facility, directs, supervises, and coordinates functions and activities of one or more sections, units, levels, or departments within a health care facility; does other related duties.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the varied emotional, physical and mental health problems affecting patients confined to health or long term care. Knowledge of health care and institutional administration. Knowledge of the problems involved in the organization and management of a health care facility. Knowledge of the theories, techniques, literature, and trends in the area of health care. Knowledge of federal funding regulations and requirements affecting the facility. Ability to make recommendations and decisions without supervisory review. Ability to assign, instruct, and direct the work of department heads, supervisors, or employees. Ability to prepare correspondence and reports. Ability to prepare clear, technically sound, accurate, and informative statistical, financial, operating, budget, and other reports. Ability to read, interpret and apply the federal and state laws and regulations affecting the operations of health care facilities. Ability to assist in the coordination of programs and services provided at a health care facility. Ability to assist in the preparation of budgets and allocation of funds. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Consults with and advises the Chief Executive Officer on problems relating to the operation of the health care facility. Ensures the proper conduct and management of a health care facility unit, section, or level, the physical condition of the property, the proper use of the plant and equipment, the conduct of all employees and the care and treatment of patients, or residents in conjunction with the Chief Executive Officer. Recommends changes in administrative policies to more effectively implement the objectives of the facility. May prepare budgets and allocate funds based on studies of cost, review of component budget estimates, familiarity with operating procedures, and discussion with component heads. Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Recommends improvement of health care facilities, including construction or renovation of structures and purchase of new equipment, based on personal inspection of premises, consideration of facility policies, and knowledge of community needs and resources. Ensures the efficient operation and observation of all policies, directives, rules, and regulations and investigates any infractions or irregularities and takes appropriate action as deemed necessary. Interprets health care facility and departmental policies, objectives, and operational procedures to component heads. Resolves problems concerning staffing, utilization of facilities and equipment and supplies. Prepares reports and correspondence in the course of official duties. Meets with staff members to interpret changes in operational procedures. Meets with members of the community to promote good public relations for the health care facility. Coordinates the organization, staffing, and management of professional services. Attends meetings of professional, civic, and service organizations as a representative of the facility when designated. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience managing a hospital program, large mental health facility, or social services agency. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience. OR Possession of a Master's degree in Hospital Administration, Nursing Home Administration, Public Administration, Business Administration, or a public health related; and three (3) years of the above-mentioned professional experience. For promotional announcements only, in the Department of Human Services, applicants who do not possess the required experience may substitute experience as a Program Coordinator Mental Health () on a year-for-year basis. In accordance with the regulations established by the New Jersey Department of Health, appointees assigned to the Department of Veterans Affairs' long term care facilities must meet the minimum education requirement of a Bachelor's degree, and four (4) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
