Where an older law conflicts with Title 11A, the older law loses, but only as far as the conflict goes. The rest of it survives. One carve-out matters: this title is not to be read as either expanding or shrinking collective negotiation rights under the Employer-Employee Relations Act. Civil service and collective bargaining are two separate systems that both govern the same employees, and this section keeps Title 11A from being used as an argument about the scope of the other one.
