Definition

Under supervision in the Division of Health Facilities Evaluation and Licensing, Department of Health, oversees activities including field inspections required in the administration of laws and regulations concerned with the evaluation of health care facilities, controlled dangerous substances, the registration of drug manufacturers and wholesalers, the misbranding and adulteration of drugs, devices and cosmetics and other related program activities; serves as a specialist on pharmacy services on a survey team; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does consultative work and does other related work as required.

Examples of work

• Supervises a program designed to locate and register all drug manufacturing and drug wholesaling firms operating in this State.
• Plans, organizes, and supervises survey activities.
• Supervises the inspection work involved in preventing hazards to public health, as may be required, in drug manufacturing plants, wholesale drug establishments, and device manufacturing plants; supervises a plan of environmental sanitation designed for such activity.
• Supervises investigations of drugs and controlled dangerous substances reputed to be damaged by fire or other disaster.
• Performs surveys as a specialist on pharmacy services to determine whether individual health care facilities meet requirements for State licensure and certification.
• Supervises the inspection of manufacturers, distributors, dispensers, retail and hospital pharmacies, nursing homes, dispensaries, public health agencies, practitioners, research and training establishments registered to use or possess controlled dangerous substances for compliance with security and safeguard regulations, and detect diversion or illegal traffic in controlled dangerous substances as defined by law.
• Supervises the work operations and/or functional programs and may have responsibility for employee evaluations.
• Coordinates and oversees the collection, processing, and maintenance of needed data.
• Plans and supervises the compilation of data for inclusion in the preparation of detailed reports of the various health facilities, containing findings, conclusions, and recommendations.
• Supervises the registration procedures for firms and individuals operating pursuant to New Jersey Statute.
• Cooperates with local health officers, the drug regulatory officials of other states and agencies, and with the Federal Food and Drug Administration in enforcing drug and device laws.
• Supervises the collection and preparation of evidence relating to alleged violations for use in hearings, court action, and/or other disciplinary action.
• Cooperates with the Office of the Attorney General in a review of violative actions, assists in providing information used to prepare charges, and testifies at hearings when required.
• Participates in meetings and conferences.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Provides appropriate assignments, training, and instructions to the field operations program, office staff, and field investigators and supervises the performance of their work.
• Plans and participates in orientation and refresher training for pharmacists employed by providers.
• Gives talks, as required, before lay, professional, civic, and other groups in order to disseminate information concerning problems and activities of the program.
• Visits, consults, and provides technical assistance and guidance to health facilities and to other interested groups.
• Reviews inspection and special investigation reports and recommends the necessary action.
• Reviews and evaluates survey reports of the team members for completeness and makes recommendations for state licensure.
• Assists in the preparation of the annual program reports.
• Cooperates with the Federal Department of Justice in special projects and reports.
• Supervises activities and/or staff involved in investigations and research projects.
• Prepares correspondence.
• Supervises the preparation of clear, sound, accurate and informative statistical, inspection, survey, and other program reports, containing findings, conclusions and recommendations.
• Plans and supervises the establishment and maintenance of program records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Education

Graduation from an accredited college with a Bachelor's degree in Pharmacy.

Experience

Three (3) years of experience as either a Registered Pharmacist in a hospital pharmacy or retail pharmacy, a staff pharmacist in a health care facility, or as a pharmacist surveyor for a State or Federal survey agency or equivalent.

License

Applicants must possess a valid license as a Registered Pharmacist issued by the New Jersey State Board of Pharmacy.

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of pharmaceutical practices and procedures.
• Knowledge of the techniques used to conduct and supervise the conduct of inspections and investigations.
• Knowledge of the criteria to be met for certification of health care facilities.
• Ability to interpret and apply the laws, rules, regulations, policies, procedures, methods, and standards of the New Jersey State Department of Health.
• Ability to interpret and apply N.J. Board of Pharmacy rules and regulations.
• Ability to interpret and apply the laws of New Jersey and of the rules and regulations of the United States Food and Drug Administration relating to drugs, devices, and cosmetics, and of modern drug manufacturing processes.
• Ability to supervise, organize, and delegate assignments and develop suitable work programs and procedures.
• Ability to plan and supervise field investigations and inspections.
• Ability to supervise the establishment and maintenance of the essential program records and files.
• Ability to prepare correspondence.
• Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
