Definition

Under direction, plans, promotes, organizes and administers a comprehensive recreation service for the community; does other related duties as required.

Examples of work

Administers the policies of the recreation board or authority responsible for community recreation. Plans, promotes, organizes, and administers a comprehensive community recreation service. Establishes administrative procedures to provide maximum service at a reasonable cost. Reviews effectiveness of the recreation service. Studies community recreation needs and develops immediate and long-range plans to meet these needs. Establishes and maintains cooperative planning and working relationships with other local community agencies and interested individuals. Organizes, trains, and supervises subordinates, and provides them with needed advice and assistance. Prepares budget estimates and maintains records of expenditures. Directs the acquisition, design, construction, and operation of recreation facilities, and arranges for their maintenance and operation. Prepares reports and correspondence. Stimulates public interest in recreation activities. Establishes and maintains records of recreation activities and services, correspondence, personnel, and property. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees may be required to possess valid certification as a Recreation Administrator issued by the New Jersey Board of Recreation Examiners. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of methods used to prepare budget estimates. Knowledge of methods used to organize and administer a comprehensive recreation program. Ability to organize, develop, and coordinate recreation activities of the jurisdiction. Ability to efficiently administer the area and facilities of a recreation system. Ability to provide assignments and instruction to subordinates, and to supervise their work. Ability to stimulate interest in community recreation activities. Ability to establish and maintain cooperative relationships with local governing authorities and interested agencies and individuals. Ability to prepare reports and correspondence. Ability to establish and maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in recreation work involving planning, promoting, organizing, and/or directing a comprehensive recreation service or program for a community, four (4) years of which must have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience which must have been in a supervisory capacity. OR Possession of a Master's degree in Recreation or in Parks and Recreation Management from an accredited college or university; and three (3) years of the above-mentioned professional experience which must have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
