VETERINARIAN 2

Definition

Under direction of a supervisory official in a state department or agency, performs surveys, examinations, diagnostic work and other related activities of livestock disease control and eradication within a laboratory or an assigned area of the state; may perform animal cruelty investigations; does other related duties as required.

Examples of work

• Organizes and evaluates animal disease control activities in a laboratory or an assigned area of the state.
• Engages and assigns private veterinarians to conduct various disease control tests for tuberculosis and brucellosis.
• Conducts and evaluates tests and related activities to ensure that herds are free of disease and determines the course of action to be followed when infection is found.
• Determines eligibility of infected animals for state and federal indemnity.
• Coordinates the disposal of infected animals and disinfection of premises.
• Prepares schedules for testing and/or tests livestock for tuberculosis and brucellosis.
• Routinely surveys and examines livestock and poultry at various locations at farms, livestock auctions, and other locations to observe animals for symptoms of contagious and infectious disease.
• May enforce laws and regulations concerning livestock auction markets.
• Conducts epidemiologic investigations of disease outbreaks of animals to determine their cause.
• May perform animal cruelty investigations.
• Provides consultation and guidance to internal and external units in animal health activities.
• Gives talks concerning animal disease control to internal and external units.
• Represents the department in matters relating to infectious and contagious animal diseases.
• Supervises, reviews, and instructs private veterinary practitioners and disease control inspectors regarding reports, regulations, and disease.
• Reviews condition of meat animals passed by meat inspectors.
• Conducts ante- and/or post-mortem examinations of animals or poultry to determine their fitness as edible food.
• Acts as a witness in the prosecution of alleged violations of the law.
• Drafts correspondence.
• Prepares and supervises the preparation of reports containing findings, conclusions, and recommendations regarding investigations and other veterinary activities.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited College of Veterinary Medicine approved by the American Veterinary Medical Association (AVMA) with a degree of Doctor of Veterinary Medicine, or completion of the training program administered by the Educational Commission for Foreign Veterinary Graduates (ECFVG) of the (AVMA), or the Program for the Assessment of Veterinary Education Equivalence (PAVE) of the American Association of Veterinary State Boards (AAVSB), or achievement of diplomat status in any (AVMA) specialty board.

Experience

Three (3) years of experience in the field of animal disease control or laboratory diagnostic work.

License

Appointees must possess a passing grade, as determined by the test sponsor, on the National Board Exam and the Clinical Competency test or equivalent test, or passage of the Educational Commission for Foreign Veterinary Graduates (ECFVG) of the American Veterinary Medical Association (AVMA), or the Program for the Assessment of Veterinary Education Equivalence (PAVE) of the American Association of Veterinary State Boards (AAVSB), or achievement of diplomat status in any (AVMA) specialty board. The Appointing Authority is responsible for verification.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the principles of infectious disease control, quality assurance and animal welfare programs.
• Knowledge of principles and techniques of veterinary medicine as they relate to disease control.
• Knowledge of the symptoms of contagious diseases of livestock and poultry.
• Knowledge of the procedures used to collect, analyze, and interpret disease data.
• Knowledge of the methods used to conduct veterinary inspections of livestock and poultry.
• Knowledge of the corrective measures to be taken when contagious diseases are found.
• Knowledge of the ante- and post-mortem diagnosis and disposition of food animals.
• Knowledge of the methods used to perform ante- and post-mortem inspections of food animals.
• Ability to interpret laws, rules and regulations and apply them to specific situations.
• Ability to provide training and instructions to professional and other employees and oversee their work performance.
• Ability to conduct inspections and investigations and evaluate results.
• Ability to compile, prepare, and present convincing legal evidence in cases of alleged violations of state and/or federal laws.
• Ability to plan and conduct meetings and conferences for lay and professional groups.
• Ability to prepare correspondence.
• Ability to maintain and supervise the maintenance of essential \records and files.
• Ability to prepare reports of livestock and poultry disease control matters containing findings, conclusions, and recommendations.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
