Definition

Under general direction of a supervisory official in the Department of Transportation, supervises the conduct of transportation analyses involving an assigned function of that unit or functions as the leading expert in the unit and provides guidance to staff; does other related duties. NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Examples of work

Supervises and/or conducts highly technical and/or financial analyses of public transportation, the physical distribution, and logistic and improvement of freight rate tariffs, rail freight operations or aviation operations and service provision. Provides appropriate assignments and guidance to subordinate staff members. Cooperates with other agencies, authorities and operators to monitor and coordinate the development, safety, delivery and regulation of transportation in the motor bus, rail, air and motor carrier routes. Provides technical expertise and guidance to others in the collection, inventory and analysis of passenger, economic, facility and accident data related to the operation of existing State supported and private sector public transportation models. Evaluates and prepares cost-benefit and cost-revenue studies as required. Develops cost projection for the analysis of primary and alternative transportation sites and systems. Conducts research and provides marketing recommendations. Analyzes user charges (public transportation fare structures, freight rate tariffs, air passenger rates, etc.) operation schedules, routes, equipment and facility requirements and allocations or related issues and assists in making appropriate recommendations. Prepares detailed reports. Supervises the maintenance of files and records. Serves as a liaison with other government officials in matters involving transportation safety or accidents. Will be required to learn to utilize various types of electronic an/or manual recording and information systems used by the agency, office or related units

Education

Graduation from an accredited college or university with a Bachelor's degree in economics, mathematics, business administration or transportation.

Experience

Four (4) years of experience in the analysis, operation and/or administration of public transportation, rail freight, trucking/goods movement and/or aviation and airport systems, one (1) of which shall have been in a supervisory capacity. NOTE: A Master's degree in economics, mathematics, business administration or transportation may be substituted for one (1) year of non-supervisory experience.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle rather than employee mobility is necessary to perform the duties of the position.

Knowledge, skills and abilities

Knowledge of the methods used to collect and analyze data. Knowledge of the techniques used to conduct research. Knowledge of sampling techniques, inspections and methods used to prepare transportation surveys. Knowledge of the types of problems which arise in the planning, design, construction, inspection, maintenance and operation of public transportation facilities. Ability to collect and analyze data. Ability to research transportation problems and provide recommendations. Ability to read and interpret laws, rules and regulations and apply them to specific situations. Ability to apply accepted mathematical principles to the solution of transportation problems. Ability to prepare correspondence. Ability to prepare reports of research findings. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
