Definition
Under direction of a supervisory official in the Department of the Treasury, implements sales/promotional programs at the retail or corporate level and performs the most complicated activities in support of Lottery sales representatives and retailers. Conducts statewide surveys to select appropriate retail outlets for specific lottery products as required, may supervise staff supporting the Lottery sales and promotional program within an assigned region; may be assigned to either a field or central office location, as required; does other related duties as required.
Examples of work
Conducts surveys of statewide areas to identify suitable locations for the sale of lottery products. Conducts in-depth feasibility studies of environment, traffic flow proximity to other retailers, for lottery products. Submits data to immediate supervisor for updating criteria used to select new sales locations. Interviews prospective retailers to determine suitability for licensing. Interprets basic lottery laws and regulations to licensed lottery retailers and others. May supervise staff engaged in the implementation of various sales and promotional programs. Instructs retailers regarding operational procedures and other technical aspects of on-line terminal operation; retrains new retailer personnel resulting from attrition and/or introduction of new lottery games. Informs potential retailers of payment schedules, financial requirements and other basic regulations for lottery retailers. Oversees the investigation and resolution of agent complaints regarding Lottery sales and promotional programs. Provides assistance to prospective retailers in the preparation of the retailer license applications. Submits detailed statistical reports of recommended sales locations as well as reports of locations failing to meet established criteria. Maintains a list of current locations of licensed retailers to determine proximity to prospective retailers. May assign work to Sales Representatives 1 and 2. Determines feasibility and viability of lottery products in corporate retailer locations. May serve as a team leader to perform various functions in support of other sales representatives servicing independent retailers. Consults with Lottery management on problems affecting the Lottery Agent network and recommends changes in sales/promotional procedures to improve service to retailers. Identifies and resolves more complicated issues involving security and credit problems affecting corporate and independent retailer accounts in a particular district. Attends management meetings with other Lottery Sub-units regarding new promotions and planned products launches, and reports to other Sales Representative in the District regarding implementation plans. Evaluates the effectiveness and outcomes of in-store promotions and develops recommendations for applying new/modified merchandizing techniques to future promotional events/programs. Trains new Lottery retailers at headquarters regarding the law, rules, policies, and products and merchandising techniques. Acts as District Manager when the District Manager is absent. Develops and conducts customized training and presentations for Lottery sales representatives in communication, sales, rules, regulations, policies, new promotions, new products and merchandising techniques. Oversees the operations and staff at Lottery off-site retail locations. Oversees and supports all assigned corporate accounts in visitation to the corporate liaison and to all assigned retailer locations within the corporation. Coordinates in-store promotions through the corporate liaison and selected retailer locations. Assists in identifying prospective corporate retailer accounts. Analyzes retailer sales figures to identify remedy to increase sales or find replacements. Lifts, carries and delivers Lottery records, materials and supplies to licensed lottery retailers, Lottery district offices, headquarters or special Lottery promotional events. Prepares clear, technically sound, accurate, and informative statistical, financial, and other reports of lottery operations. Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of methods and techniques used to conduct surveys. Knowledge of sales promotion techniques and their application to specific situations. Knowledge of business management practices. Knowledge of methods used to collect and analyze data. Knowledge of point of purchase and merchandising techniques and their utilization in lottery sales operations including placement of displays, signs, and other sales promotion materials. Ability to explain operational and technical aspects of on-line terminals. Ability to organize assigned field and liaison work, analyze sales and promotion problems which arise in a lottery operation, and develop appropriate work methods. Ability to establish and maintain cooperative work relationships with employees, licensed lottery retailers, and with others interested in or concerned with the State Lottery. Ability to conduct field visits and conduct interviews. Ability to lift and carry heavy cartons, records, or other paraphernalia normally used to carry out functions of the State Lottery. Ability to plan orientation and training of retailers and their personnel, and to prepare training material, and conduct training. Ability to customize training to deal with retailer and sales representatives specific problems. Ability to solve complex problems involving Lottery and other gaming matters. Ability to interpret statistical and information and data. Ability to oversee lottery sales operations including recruitment of sales outlets, interpretation of regulations, training of licensed lottery retailers, and to recommend conversion of manual to machine outlets. Ability to prepare clear, technically sound, accurate, and informative statistical reports of lottery sales operations with recommendations. Ability to prepare correspondence. Ability to take the lead, oversee, and assign work to staff in the absence of the supervisor. Ability to evaluate those factors in a retail business area that impact on lottery sales operations. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in involving sales promotion, merchandising, and/or marketing or any combination. OR: Possession of a bachelor's degree from an accredited college of university; and three (3) years of the above-mentioned professional experience. OR: Possession of a master's degree in Business Administration, Public Administration, or Marketing from an accredited college or university; and two (2) years of the above-mentioned professional experience. Over the counter salesclerk, cashier, scripted telemarketing, etc., or related sales clerical experience will not be acceptable as a qualifier. Experience in a State Lottery providing telephone based technical and sales support to vendors or retailers will be acceptable as a qualifier. Active wholesale, business-to-business, insurance, real estate and/or other commission-based sales experience establishing and servicing accounts which includes authority to close a sale and/or active sales promotion work in a promotional/marketing business or program, or a combination, will be acceptable as qualifying experience. SPECIAL NOTE: The duties of this position may require heavy lifting of such items as cartons of lottery tickets, records, and other paraphernalia normally used in carrying out the functions of the State Lottery.
