Definition

Under the direction of a supervisory officer in a State department, institution, or agency of moderate size and complex maintenance system, has charge of the operation, maintenance and adjustment of the mechanical installations and equipment, and the repair and maintenance of the buildings and grounds; does other related duties.

Examples of work

• Plans the work program and working procedures and, develops appropriate schedules and methods.
• Provides assignments and instructions to employees working in the steam, electric refrigeration, water and sewage disposal units and, carpenters, plumbers and steamfitters, electricians, masons and plasterers, painters, sheet metal workers, institutional repairmen and others engaged in maintenance and supervises the performance of their work.
• Plans for the effective utilization of available funds, personnel, equipment, materials and supplies.
• Conducts periodic physical inspections of the varied systems and plants and of buildings and structures; notes potentially or actively dangerous conditions; determines the nature and extent of needed repairs; identifies and obtains the personnel required to perform the work.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firings, promoting, demoting and/or disciplining of employees.
• Supervises the conduct of periodic laboratory and/or engineering tests of sewage, boiler water, electric machinery and other plants and systems used in the operation of the facility.
• Issues shop orders to the electricians, carpenters and other crafts persons and ensures that work projects are completed.
• Supervises employees engaged in operating simple and/or complex steam, electrical, refrigeration, water, and/or sewage disposal equipment used in the operation of the facility.
• Obtains, stores, safeguards, distributes and supervises the proper use of needed equipment, materials and supplies.
• Prepares reports regarding maintenance programs and related matters.
• Maintains a current date file of shop drawings, manuals and plans of the buildings and equipment.
• Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of employees.
• Establishes and maintains records and files of personnel, equipment materials, supplies, work done and time spent.

Experience

Six (6) years of experience in charge of the operation and maintenance of utilities and maintenance programs of an institution, college or similar multi-building complex, four (4) years of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the methods used to develop work programs for employees engaged in the operation and maintenance of mechanical equipment.
• Knowledge of the methods used to repair and maintain mechanical equipment, and varied types of buildings and structures.
• Knowledge of the techniques, tools, and procedure used to conduct inspections of varied types of mechanical equipment required in the operation of the facility.
• Knowledge of the methods used to conduct periodic laboratory and/or engineering tests of sewage, boiler water, potable water, electric machinery and other institution systems involved in the operation of the facility.
• Knowledge of the procedures, routines, checks, equipment, and supplies involved in the simple and/or complex operation of steam, electrical, refrigeration, water and/or sewage disposal plants and equipment.
• Ability to identify and analyze technical problems involved in the operation and maintenance of the mechanical equipment and in the maintenance and repair of buildings and grounds.
• Ability to provide assignments and instruction to staff and supervise their performance.
• Ability to organize supervisory maintenance and repair work and develop appropriate work programs and schedules.
• Ability to effectively utilize staff, funds, equipment, materials, space, and supplies.
• Ability to supervise work involved in conducting laboratory and/or engineering tests of sewage, boiler water, potable water, electric machinery, and other systems used in the operation of the facility.
• Ability to prepare and issue shop orders to craftpersons and to ensure that work is properly completed.
• Ability to supervise the operation of steam, electrical, refrigeration, water and/or sewage disposal plans and equipment.
• Ability to supervise a diversified group of workmen engaged in the operation and maintenance of steam, electric, refrigeration, water and/or sewage disposal systems and in carpentry, plumbing, steamfitting, painting, electrical, masonry, plastering, and other types of maintenance work.
• Ability to read and interpret plans and specifications.
• Ability to requisition, store, safeguard, record, distribute and supervise the proper use of equipment, materials and supplies.
• Ability to establish and maintain needed records and files of personnel, equipment, materials and supplies.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of the position. Communication may include such forms as American Sign Language or braille.

A Bachelor's degree in Engineering may be substituted for two (2) years of non-supervisory experience.

A valid Professional Engineer's license issued by the NJ State Board of Professional Engineer's and Land Surveyors may be substituted for two (2) years of the non-supervisory experience.

Applicants may be required to possess an Operating Engineer's license of appropriate grade and type issued by the New Jersey Department of Labor.
