ENGINEER-IN-CHARGE OF MAINTENANCE 1

Definition

Under direction of a supervisory official in a state department, institution, or agency with a very large and very complex maintenance system, has charge of the operation, maintenance, and adjustment of mechanical installations and equipment, and repair and maintenance of buildings and grounds; does other related duties.

Examples of work

• Plans the work program and work procedures and develops appropriate schedules and methods.
• Provides assignments and instructions to employees working in the steam, electric, refrigeration, water, and sewage disposal units and, to carpenters, plumbers and steam fitters, electricians, masons and plasterers, painters, sheet metal workers, institutional repairers, and others engaged in maintenance, and supervises the performance of their work.
• Plans for the effective utilization of available funds, personnel, equipment, materials, and supplies.
• Conducts periodic physical inspections of varied systems and plants and of buildings and structures, notes potentially or actively dangerous conditions, determines nature and extent of needed repairs, identifies and obtains personnel required to perform the work.
• Issues shop orders to electricians, carpenters, and other craft persons, and ensures that work projects are completed.
• Supervises employees engaged in operating simple and/or complex steam, electrical, refrigeration, water, and/or sewage disposal equipment used in the operation of the facility.
• Obtains, stores, safeguards, distributes, and supervises use of equipment, materials, and supplies.
• Prepares reports regarding preventive maintenance programs and related matters.
• Maintains a current file of shop drawings, manuals, and plans of buildings and equipment.
• Establishes and maintains records and files of personnel, equipment, materials, supplies, work done, and time spent.
• Supervises periodic laboratory and/or engineering tests of sewage, boiler water, potable water, electric machinery, and other plants and systems used in the operation of the facility.
• Provides 24-hour coverage for emergencies.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Eight (8) years of experience in charge of the operation and maintenance of utilities and maintenance programs of an institution, college, or similar multibuilding complex, six (6) years of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the methods used develop work programs for employees engaged in the operation and maintenance of mechanical equipment.
• Knowledge of the methods used to repair and maintain mechanical equipment, and various types of buildings and structures.
• Knowledge of techniques, tools, and procedures used to conduct inspections of varied types of mechanical equipment required in the operation of the facility.
• Knowledge of the methods used to conduct periodic laboratory and/or engineering tests of sewage, boiler water, potable water, electric machinery, and other plants and systems involved in the operation of the facility.
• Knowledge of procedures, routines, checks, equipment, and supplies involved in the operation of steam, electrical, refrigeration, water, and/or sewage disposal systems and equipment.
• Ability to identify and analyze the technical problems involved in the operation and maintenance of mechanical equipment, and in maintenance and repair of buildings and grounds.
• Ability to organize supervisory maintenance and repair work and develop appropriate work programs and schedules.
• Ability to effectively utilize staff, funds, equipment, materials, space, and supplies.
• Ability to supervise a diversified group of workers engaged in the operation and maintenance of steam, electric, refrigeration, water, and/or sewage disposal systems, and in carpentry, plumbing, steam fitting, painting, electrical, masonry, plastering, and other types of maintenance work.
• Ability to read and interpret plans and specifications.
• Ability to provide assignments and instructions to staff and supervise their performance.
• Ability to recognize, locate, and take measures needed to eliminate hazardous, potentially dangerous, and other significant conditions.
• Ability to identify needed repairs, to determine the personnel and equipment needed to do the work, and to supervise completion of the work.
• Ability to supervise laboratory and/or engineering tests of sewage, boiler water, electric machinery, and other systems used in the operation of the facility.
• Ability to prepare and issue shop orders to craft persons and to ensure their work is properly completed.
• Ability to supervise the operation of steam, electrical, refrigeration, water, and/or sewage disposal systems and equipment.
• Ability to requisition, store, safeguard, record, distribute, and supervise use of equipment, materials, and supplies.
• Ability to establish and maintain records and files of personnel, equipment, materials, and supplies.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

A Bachelor's degree in Engineering may be substituted for two (2) years of nonsupervisory experience.

A valid Professional Engineers License issued by the NJ State Board of Professional Engineers and Land Surveyors may be substituted for two (2) years of nonsupervisory experience.

Applicants may be required to possess an Operating Engineers License of appropriate grade and type issued by the New Jersey Department of Labor.
