Definition
Under supervision of a supervisory official in the Department of Transportation, is responsible for the supervision of administrative matters involving personnel actions, budget work, and clerical and other services; does related work as required.

Is responsible for the supervision of administrative matters involving personnel actions, budget work, and clerical and other services. Organizes work and develops working policies and procedures. Manages work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Gives assignments and instructions to service, division, and/or bureau clerical staff and supervises their work. In coordination with the Division of Personnel Services, carries out the administrative phase of division personnel transactions and assists with and prepares papers relating to employment, separations, grievances, suspensions, efficiency ratings, promotion recommendations, leaves, resignations, transfers, reclassifications, recruitment, training, class specifications, and disposition of certifications. Prepares and administers the service and bureau budget, keeps financial records, and compiles material for and cooperates with the Bureau of Data Processing in securing needed information. Arranges meetings and prepares reports thereon, and interprets and disseminates information regarding directives, operation bulletins, policies, and procedures. Determines personnel needs for each bureau or region. Coordinates the purchase of office equipment and supplies and takes the action indicated in the maintenance of such equipment. Provides information and advice to supervisory, clerical, and other employees regarding personnel, leaves, discipline, and other matters regarding Department of Personnel regulations. Supervises the checking of all vouchers for correctness and propriety and works with the Bureau of Accounting on service and bureau accounts. Assists bureau heads in solving administrative problems. Prepares statistical, financial, technical, and other correspondence and reports for or affecting top management in the department and other departments and agencies. Supervises the maintenance of records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. In the Bureau of Maintenance: Administers, supervises, and schedules preparation of contracts and agreements including bid reviews necessary for the maintenance of the state highway system. Carries out through the Material Section the procurement of road materials, tools, and safety equipment. Reviews materials specifications and laboratory reports to establish material conformity on projects.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of the principles, techniques, and procedures of modern public administration. Knowledge of division, bureau, and department organization and programs after a period of training. Knowledge of modern office management principles. Knowledge of administrative survey techniques and statistical methods. Knowledge of programs, responsibilities, functions, organization, budget, and operating, service, division, bureau, and department programs after a period of training. Knowledge of statistical theory and techniques and their application to budget preparation and analysis and to the evaluation of administrative procedures. Knowledge of maintenance and construction materials for the purpose of procurement and review of specifications as they apply to road materials, tools, and safety equipment. Ability to adapt to specific division and bureau matters including personnel and fiscal management. Ability to organize work and analyze organization, management, and related problems and develop work methods. Ability to give instruction to service, division, and bureau clerical employees and supervise their work. Ability to assist with studies to determine budget requirements, the necessity of revisions in administrative procedures, and to prevent inefficiency and waste. Ability to interpret specifications and prepare contract documents for bids. Ability to carry out research activities and reports thereon. Ability to work with others. Ability to prepare and interpret statistical and technical data. Ability to prepare official correspondence. Ability to prepare statistical, financial, technical, and other reports. Ability to supervise the maintenance of records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of administrative experience in a complex professional or technical program. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned experience. OR Possession of a master's degree in Public Administration, Personnel, or Business Administration; and two (2) years of the above-mentioned experience.
