Definition
Under direction of a manager or other higher level official in the Department of the Treasury, plans and supervises field and office staff engaged in activities associated with a tax assessment program. Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Instructs and supervises field representatives of various grades in the several activities of the Local Property and Public Utility Branch. Implementing organizational policies/goals/objectives. Counsels municipal/county tax officials regarding various tax rebate and deduction programs. Confers with municipal officials regarding the more complex decisions regarding Realty Transfer Fees paid to the State. Evaluates revaluation contracts and provides recommendations. Advises taxpayers and municipal/county tax officials regarding compliance with Farmland Assessment Legislation in the more difficult/complex cases. Supervises personnel engaged in field work involved in carrying out assistance to the assessors' program and other programs of the Branch. May assist in selection of properties to be included in the Appraisal Program of the Branch and supervises preliminary appraisal data on the selected properties. Prepares and conducts training and educational program for field staff. Establishes procedures and forms and prepares bulletins and letters of instructions for field staff. Assigns and directs field investigations of a complex/confidential nature and reviews the findings as submitted. Conducts and supervises the conduct of field investigations. May assist in planning/directing in-service training programs for tax assessors. Plans and conducts meetings of assessors, public officials, and taxpayers on current problems of assessment and taxation and/or changes in procedures. Confers with managerial staff on problems affecting both office/field activities and takes remedial actions. May assist in developing rules/regulations to be promulgated by the Branch. Supervises work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Plans, organizes, and supervises periodic surveys and other studies of the practices/functions of local tax assessors' offices. Prepares correspondence in the course of the official duties. Prepares clear, sound, accurate, and informative progress and other reports/memoranda pertaining to field work programs/activities containing findings, conclusions, and recommendations. Supervises the maintenance of records and files. May assist staff personnel and members of county boards of taxation in all phases of property tax assessment including advice as to taxability of real property and production of tax lists and exempt lists through electronic data processing. Provides assistance to county clerks and/or recording officers in proper administration and reporting of realty transfer fees. Evaluates sales data as to its usability or non-usability for sales ratio purposes. Prepares factual, statistical, and financial reports, and reports on tax assessment and property appraisal matters. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Ability to read, interpret, and apply information on the following legislation and/or programs: Homestead Tax Rebate Act, Water and Air Pollution Statutes, Revaluations Contract Act, Exempt Property Lists - In Lieu Tax Act, 4- Line EDP Program, Realty Transfer Fee Act, Senior citizens Legislation, Veteran Deduction Legislation, Disabled Persons Legislation, Tax Map Procedure, Ability to provide advice on assessment practices and procedures. Ability to plan, supervise, and review field investigations. Ability to organize field/office work, analyze problems, and develop effective work methods. Ability to interpret and apply tax laws and regulations. Ability to advise and instruct local tax collectors, assessors, taxpayers, and others to explain and interpret tax law. Ability to conduct investigations in relation to taxpayer complaints and examine/check assessments, exemption applications, and other documents for completeness, accuracy, and compliance with the law. Ability to work harmoniously with associates, assessors, taxpayers, and others concerned with the work of the Local Property and Public Utility Branch. Ability to obtain data from basic records and from inspections and record it appropriately. Ability to analyze data and prepare statistical, financial, and other reports containing findings, conclusions, and recommendations. Ability to prepare correspondence. Ability to supervise the maintenance of records and files. Ability to supervise staff and plan, organize, and implement projects within the unit. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in a property tax program and/or the appraisal of real property for tax assessment purposes, two (2) years of which shall have been in a supervisory capacity. OR Possession of a Bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. OR Possession of a valid Tax Assessor Certificate as provided by N.J.S.A. 54: l-35.25; and four (4) years of the above-mentioned professional experience., two (2) years of which shall have been in a supervisory capacity. The possession of a valid Tax Certificate by N.J.S.A. 54: l-35.25 is permitted only when filing for open-competitive exams. It is not permitted when considering eligibility for promotional exams. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
