Definition

Under general direction of a Telecommunications System Analyst 3 or other supervisory official in a state department or agency, acts as a technical team leader or technical coordinator in the planning and provision of effective and economic telecommunications facilities and services throughout the state; plans and directs related studies and evaluations involving voice and data transmission, computerized and electro-mechanical switching; keeps abreast of modern telecommunications technology as necessary; does related work as required.

Examples of work

Recommends the initiation and revision of rules and regulations required to maintain effective and economic telecommunications facilities and services including computerized and electro-mechanical switching of voice and data transmission lines and telecommunications networks. Plans and coordinates the consolidation of telecommunications facilities and services throughout the state in order to realize economies in the use of such facilities and services. Plans and oversees staff surveys to determine functions suitable for consolidation into a single telecommunications facility. Plans and oversees the development of technical plans for the telecommunications facilities, equipment and services to meet specific operational requirements. Plans, coordinates, and performs initial review of periodic evaluations of existing telecommunications facilities, equipment and services to ascertain that communication needs are being satisfactorily and economically met. Initiates, revises and coordinates the implementation of standard practices and procedures to control and direct the development of telecommunications facilities and services. Serves as the chairperson of interdepartmental committees established to plan for changes in or major additions to, shared communications facilities or systems; acts as liaison within or between state agencies in the development and evaluation of specifications and proposals for communication systems and installations. Continually reviews technological developments in the telecommunications industry and is aware of rate revisions and regulatory changes. Oversees the evaluation of all requests for telecommunications facilities, equipment and services; approves or denies minor requests for equipment and services. Oversees and provides consulting and advisory services to other state departments, authorities and commissions on telecommunication operations and problems. Oversees and performs studies to determine that state agencies are prepared to effectively use special telecommunications services and equipment; prepares justification for such use. Directs the monitoring of the use and cost of special telecommunication services and equipment on a monthly basis to assure effectiveness and efficiency; recommends changes in the type and quantity of such services and equipment as necessary. Develops procedures and related instructional materials covering the use of state telecommunication facilities and services. Studies and keeps current all standards and specifications for telephone directory compilation and distribution and causes periodic reviews of and revisions as required to these procedures, standards and specifications. Prepares reports and correspondence regarding assigned duties. Recommends and plans the implementation of administrative improvements including work systems, organizational changes and program procedures pertaining to telecommunications operations. Maintains essential records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of modern telecommunication equipment such as private switch networks, computerized and electro-mechanical switching and specific operating requirements. Knowledge of the particular communication problems of the various departments and agencies of state government and the measures to be taken for their alleviation after a period of training. Knowledge of the procedures and techniques involved in making estimates and analyses of the effectiveness of existing telecommunications systems. Knowledge of the factors to be considered in predicting the effect of changes in or additions to, existing telecommunications equipment installations. Knowledge of F.C.C and B.P.U tariffs and regulations. Knowledge of modern government budget practices, procedures, problems and analysis with interdepartmental budgeting, administrative practices and procedures with overall New Jersey State Operations. Knowledge of the laws of New Jersey, the pertinent regulations of the federal government and the rules, regulations, standards, policies and procedures of the Department of the Treasury pertaining to budgets, budget control and the fiscal and purchase procedures and their application. Knowledge of compilation of private and Telephone Company directories and their standards and specifications. Knowledge of the engineering and architectural considerations involved in planning telecommunications facilities and installations. Ability to act as consultant and advisor in telecommunication operations to all state departments and agencies. Ability to prepare schedules for and guide the implementation of installations and conversions of complex telecommunications systems. Ability to deal effectively with telecommunications equipment vendors. Ability to visit and inspect the various major state telecommunications centers and determine the adequacy of existing facilities. Ability to analyze data relating to telecommunications problems and equipment to make necessary corrections or recommend new or revised telecommunications facilities. Ability to assist agency personnel in planning, developing and conducting communications training programs and to conduct training courses and seminars for agency personnel. Ability to develop procedures, techniques and instruction material for the proper use of communications facilities and systems. Ability to act as chairperson and/or coordinator of interdepartmental committees or task forces concerned with shared communications facilities and systems. Ability to prepare correspondence relating to official duties and responsibilities. Ability to effectively communicate with supervisors, subordinates, employees, outside vendors and department officials. Ability to plan, organize and take the lead. Ability to develop efficient and economical routing for the electronic transmission of voice and data. Ability to prepare technically sound, accurate and informative reports of telecommunications matters containing findings, conclusions and recommendation. Ability to maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Ten (10) years of experience in either a corporate structure or a government agency involving the planning, acquisition, installation, and/or implementation of telecommunications facilities and services such as private network services, voice and data transmissions, computerized and electro-mechanical switching; one (1) year of which shall have been as a coordinator. OR Possession of a bachelor's degree from an accredited college or university; and six (6) years of the above-mentioned professional experience, one (1) year of which shall have been as a coordinator. OR Possession of a master's degree in Computer Science, Data Processing, Engineering or Business Administration from an accredited college or university; and five (5) years of the above-mentioned professional experience, one (1) year of which shall have been as a coordinator.
