Definition

Under general direction in a state department or agency, is responsible for coordinating statewide use of telecommunications facilities to ensure efficient and effective use of such facilities; recommends the assignment of responsibilities for handling switching requirements to the appropriate state facility to meet needs and achieve economies; determines need for and plans and directs related studies and evaluations involving voice and data transmission and computerized and electro-mechanical switching; keeps abreast of modern telecommunications technology; supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does related work as required.

Examples of work

Determines the need for new and revised statewide rules and regulations required to maintain effective and economic telecommunications facilities and services including computerized and electro-mechanical switching of voice and data transmission lines and telecommunications networks. Determines the need and plans and coordinates the consolidation of telecommunications facilities and services throughout the state in order to realize economies in the use of such facilities and services. Initiates, plans and directs staff surveys to determine agencies and functions suitable for consolidation into a single telecommunications facility. Supervises the work operations and/or functional programs and has the responsibility for effectively recommending the hiring, firing, promoting, demoting and/or discipline of employees. Initiates and establishes the goal for the development of technical plans for telecommunications facilities, equipment and services to meet state operational requirements. Personally serves as, or appoints a representative to serve on interagency and inter-organizational committees established for the purpose of planning for changes in or major additions or modifications to shared telecommunications facilities or systems; acts as liaison within and/or between engaged and interested parties in the development and evaluation of conceptual and technical specification and proposals for communications system installations. Acts as liaison between the client organization, O.M.B., Department of the Treasury, prospective and existing vendors and/or other regulatory, management, and/or fiscal/policy making groups, particularly with reference to the development of cost allocation procedures for apportioning among using agencies the cost of shared communications facilities. Plans and performs final review of periodic evaluations of existing telecommunications facilities and services to ascertain that a client organization's communication needs are being satisfactory and economically met. Determines the need for new and revised standard practices and procedures to control and direct the development of telecommunications Continually reviews technological developments in the telecommunications industry and is aware of rate revisions and regulatory changes. Reviews the evaluation of all requests for telecommunications facilities, equipment and services; prepares recommendations regarding new and existing facilities; approves or denies minor requests for equipment and service. Determines the need for and provides consulting advisory services to other state departments, authorities, and commissions on telecommunication operations and problems, providing appropriate leadership and guidance. Initiates and directs studies to determine that state agencies are prepared to effectively use special telecommunication services and equipment; prepares justification for such use. Develops methods of monitoring the use and cost of special telecommunication services and equipment on a monthly basis to assure effectiveness and efficiency; reviews recommended changes in the type and quantity of such services and equipment as necessary. Develops communications procedures and related instructional materials covering the use of state telecommunications facilities and services. Studies and keeps current all standards and specifications for telephone directory compilation and distribution; directs periodic reviews of, and maintenance of, directory revisions as required by these standards, procedures and specifications. Prepares reports and correspondence regarding assigned duties. Recommends and plans the implementation of administrative improvements including work systems, organizational changes and program procedures pertaining to telecommunications operations. Maintains essential records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of modern telecommunications equipment such as private switch networks, computerized and electro-mechanical switching and telpak grouping facilities and their selection and application to specific operating requirements. Knowledge of the particular communication problems of the various departments and agencies of state government and the measures to be taken for their alleviation. Knowledge of the procedures and techniques involved in making estimates and analyses of the effectiveness of existing telecommunications systems. Knowledge of the factors to be considered in predicting the effect of changes in or additions to, existing telecommunications equipment installations. Knowledge of F.C.C. and B.P.U. tariffs and regulations. Knowledge of modern government budget practices, procedures, problems and analysis, with interdepartmental budgeting, administrative practices, and procedures. Knowledge of the laws of New Jersey, the pertinent regulations of the federal government and the rules, regulations, standards, policies and procedures of the Department of the Treasury pertaining to budgets, budget control, and fiscal and purchase procedures and their application. Knowledge of the engineering and architectural considerations involved in planning telecommunications facilities and installations. Knowledge of compilation of private and telephone company directories and their standards and specifications. Ability to supervise assigned staff and plan, organize and implement projects within the unit. Ability to act as consultant and advisor in telecommunication operations to all state departments and agencies. Ability to prepare schedules for and guide the implementation of installations and conversions of complex telecommunication systems. Ability to deal effectively with telecommunications equipment vendors. Ability to visit and inspect the various major state telecommunications centers and determine the adequacy of existing facilities. Ability to analyze data relating to telecommunications problems and equipment and make necessary corrections or recommend new or revised telecommunications facilities. Ability to assist agency personnel in planning, developing and conducting communications training programs and to conduct training courses and seminars for agency personnel. Ability to develop procedures, techniques and instructional material for the proper use of communications facilities and systems. Ability to act as chairperson and/or coordinator of interdepartmental committees or task forces concerned with shared communications facilities and systems. Ability to represent the State in meetings, seminars and conferences with representatives of other states and professional communications organizations. Ability to prepare correspondence relating to official duties and responsibilities. Ability to effectively communicate with supervisors, subordinates, employees and department officials. Ability to plan, organize and direct the operations of subordinate functions. Ability to develop efficient and economical routing for the electronic transmission of voice and data. Ability to prepare technically sound, accurate and informative reports of telecommunications matters containing findings, conclusions and recommendations. Ability to maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eleven (11) years of experience in either a corporate structure or a government agency involving the planning, acquisition, installation, and/or implementation of telecommunication facilities and services such as private network services, voice and data transmissions, computerized, and electro-mechanical switching, two (2) years of which shall have been as a coordinator. OR Possession of a bachelor's degree from an accredited college or university; and seven (7) years of experience in either a corporate structure or a government agency involving the planning, acquisition, installation, and/or implementation of telecommunication facilities and services such as private network services, voice and data transmissions, computerized, and electro-mechanical switching, two (2) years of which shall have been as a coordinator. Possession of a master's degree in Computer Science, Data Processing, Engineering or Business Administration from an accredited college or university; and six (6) years of the above-mentioned professional experience, two (2) year of which shall have been as a coordinator. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
