Definition
Under general direction of supervisory official in the Department of the Treasury, supervises the performance of and performs highly complex professional work of considerable difficulty involving real property acquisition, lease and disposal, and inventory and/or planning, assessment, construction/renovation, allocation, use and building maintenance/services, building operations, and/or contract administration; for building programs or renovations; does other related duties as required.
Examples of work
Supervises and conducts highly complex analysis and planning of department space needs using computer information, published data, market research, historical leased space data, agency growth projections, costs, state budget growth projections, and proposed federal and state legislation to assist in the procurement, allocation, use, renovation and replacement of leased space facilities for state government. Supervises or conducts analyses of highly complex specific agency leased space needs in terms of space requirements, program location criteria, and terms of occupancy by evaluating space forms, related data, and input from agency administrators. Supervises and/or develops and maintains inventories of property data and tracking of activities. Directs the initiation, continuation, and abatement of payment for regular rent and any other appropriate charges associated with leased premises. Takes the lead in assisting management in coordinating state leasing programs with urban renewal projects and existing state building programs involving office space. Supervises and performs highly complex work involved in the administration of construction and/or professional service contracts associated with building programs for new facilities or the renovation of existing facilities. Supervises or conducts highly complex inspections and evaluations of existing space facilities to determine compliance with state standards and/or suitability for acquisition by the state to include architectural, engineering, mechanical, construction, and HVAC specifications and rules and regulations on use by landlords and user agencies. Supervises and/or prepares detailed layouts, plans, cost/price estimates, analyses and specifications for construction or alteration of highly complex facilities to ensure suitability for state occupants including compliance with state standards, industry standards, and the ADA, and oversees landlord site preparation activities. Directs and coordinates all phases of the highly complex space procurement or compliance process by using industry models, flow charts, and target date schedules, and provides recommendations for necessary changes. Oversees the data entry/extraction of property management/construction project data to ensure timely and accurate management information reporting, and provides recommendations for changes when necessary. Takes the lead in performing detailed cost, budget, and capital construction planning analyses on state owned versus state leased facilities giving consideration to program implications, geographical density, rental rates, construction costs of new buildings, and building management costs, and provides recommendations. When functioning in a supervisory capacity, has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Reviews and/or prepares clear, technical, accurate, and detailed reports and correspondence. Directs and monitors the maintenance of records and files. Recommends terms, prices, and conditions for state property transactions. Analyzes complex appraisal reports prepared by appraisers and provides recommendations. Receives and evaluates complex proposals regarding current use, future use, and value of state lands and buildings. Aids with budget preparation and other administrative matters to implement bureau procedures regarding the disposal of state lands, acquisition of properties by state agencies, and the Real Property Review System. Acts as a liaison with state and local officials of all levels of government regarding real property matters. Organizes and participates in meetings to resolve problems between state departments or plans joint uses of properties by different state agencies. Researches details necessary to acquire properties including negotiating with private owners, drafting of contracts, obtaining all necessary state approvals, and arranging for title searches, appraisals, and surveys. Prepares specialized reports for use by the Governors Office, the legislature, and various state departments. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Ability to evaluate the impact of state operations and programs on space requirements. Ability to correlate basic deed information with tax maps. Ability to provide assignments and instruction to staff and supervise their work performance. Ability to conduct and supervise the conduct of studies and analyses to determine real property management requirements and the necessity of revisions in administrative procedures and programs. Ability to develop and implement bureau policies and procedures. Ability to apply sound business practices to property management programs. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in work involving real estate acquisition, financing, appraising, negotiation, property management, building operations/complex management, contract/grant administration, or construction management services, or a related field, two (2) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
