Definition
Under the general direction of the Assistant Director and/or Chief of Business Services in the Department of Labor and Workforce Development, develops, coordinates, implements, and supervises activities of the Business Services Program conducted by Business Representatives in such areas as business/human resources management, workforce utilization and development, customized training, school construction, and English as a second language and literacy grants, assistance to workers affected by mass layoffs/plant closings, youth and workplace apprenticeships; marketing of business services to employers; and coordination of services among various government and community resources to serve employers total business needs in accordance with Workforce New Jersey One Stop concept of customer service; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required. Supervises and coordinates activities of Business Representatives 1, 2, and 3 to ensure appropriate and timely delivery of business services; assigns work or reviews work assignments and work schedules; assists staff reporting work problems requiring technical support or policy interpretation; visits staff in the field to assess and resolve problems at employer or training provider sites. Supervises activities of Business Representatives engaged in marketing the workforce development and business services of the Department of Labor and Workforce Development to meet the recruitment and training needs of businesses; provides guidance and technical assistance to staff for the promotion of Workforce New Jersey programs, including the One Stop Center system, and the Work First New Jersey initiatives and employment incentives. Participates in the planning, development, and implementation of new and ongoing business services program activities; provides recommendations on how to effectively organize and deliver services. Manages the grant application process for one or more federal or state funded workforce development grants; reviews applications for compliance with grant requirements and recommends approval/disapproval; monitors or oversees monitoring of grantee activities; provided or directs provision of technical assistance to grantees; evaluates program results. Supervises and coordinates the review and analysis of customized training, English as a second language, workplace literacy, school construction, and other workforce development grants and training plans to determine if they are consistent with federal and state regulations and guidelines; provides recommendations for departmental action. Supervises and provides recommendations for improving the application process for workforce development grant funds. Supervises and directs the development and implementation of technical assistance activities to deliverers of grantee's training services. Supervises the establishment and maintenance of liaisons with state departments and agencies which administer programs or activities relevant to business services; supervises the collection of information needed to provide recommendations for more effective coordination of such activities with business services programs. Supervises and participates in the review of new legislation, regulations, appropriations, and instructions; analyzes the potential impact on business services program operations; provides recommendations to management at the Department of Labor and Workforce Development. Develops, or provides input to management for the development of policy for business services programs. Prepares complex grant proposals to secure funding for the Department's workforce development initiatives, utilizing federal and state funding sources. Prepares or reviews and edits complex correspondence, reports, position and policy papers, proposals, requests for proposal, budgets, program activity summaries, and special studies relevant to the state's business services and workforce development initiatives. Plans and supervises an assessment system to monitor and evaluate the effectiveness of business services programs in meeting the goals and objectives and to ensure that federal and state regulations and guidelines are met; oversees corrective action plans. Supervises and participates in the development of schedules and procedures for the timely implementation of business services activities. Coordinates program activities with those of the Workforce New Jersey One Stop Career Centers to offer businesses a totality of potential services. Establishes performance requirements for innovative and model approaches leading to improve program operations. Advises and consults with Workforce New Jersey One Stop Operators and Partners in the operation of business services programs. Participates in promotional presentations to businesses considering locating or expanding in New Jersey. Represents management at interdepartmental meetings, seminars, conferences, and with high level business management and organized labor representatives. Oversees the development and implementation of the Employer Human Resources Management Seminars which enable the delivery of essential training to a large number of businesses each year; recommends new topics and directs the research and training materials preparation necessary for development seminars; directs the promotion of the seminars and the selection of training sites; reviews attendee evaluations of the training to determine need for revision of materials or mode of preparation. Coaches and provides on the job training and classroom training for Business Representatives to enhance their professional development and job performance; recommends training courses for entire staff or for individual staff members needing specific training; approves staff attendance at conferences, seminars, and other educational events pertaining to business services activities and/or offering networking opportunities with representatives of businesses. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Provides recommendations and participates in selection of professional and clerical personnel in promotional situations. Hears employee grievances and renders determinations. Determines new or updated equipment, publications, and supplies needed and makes arrangements for their purchase. Supervises the preparation of clear, technically sound, accurate, and informative statistical and other reports of program activities containing findings, conclusions, and formal recommendations. Prepares complex correspondence in the course of official duties. Keeps current with literature, legislation, and other informative material pertaining to programs, functions, objectives, responsibilities, standards, and new developments in employee development and human resource/business management. Delivers speeches and program presentations on complex or technical topics before various business and industry groups to publicize and explain business services programs. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Note
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in the implementation, coordination, or marketing of an employment and training or business services program in a public or private agency. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience. OR Possession of a master's degree from an accredited college or university in political science, education, economics, psychology, sociology, public administration, business administration, marketing, communications, personnel/human resources management, or related fields; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
