Definition

Under the direction of a Business Manager 2 or other fiscal officer, supervises the billing of clients and other sources for the cost of institutional care, establishes patient accounts; supervises client's financial affairs; secures benefits and other entitlements; supervises the processing of claims and adjustments to client accounts; does related work as required.

Examples of work

Organizes the billing and collection work and develops effective work procedures. Assigns and instructs clerical and other staff and supervises the performance of their work. Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of employees. Interviews the legally responsible relatives of clients newly admitted to the institution to determine client's needs, benefits, and maintenance. Investigates client's personal property, and securities to locate concealed assets or other means of support. Contacts legally responsible relatives or others to collect delinquent accounts. Petitions the committing county to hold new hearings and change the payment status when delinquent accounts are uncollectable. Collects funds for the maintenance of clients from legally responsible relatives and from others. Receives, records, and deposits moneys paid for client care. Establishes and maintains cooperative working relationships with the County Adjusters to clarify court orders, workpapers, and transcripts of testimony. Investigates client's eligibility for pension or other benefits from various sources and processes paperwork. May be required to administer and liquidate estates of deceased patients with assets and no close relatives. Conducts research on the appointment of a client's legal guardian. Processes all applications and forms for reimbursement by Medicare, Medicaid, and other insurance plans. Receives, records, and deposits funds collected for the cost of client care. Establishes and maintains cooperative working relationships with the County Welfare Boards and other offices regarding client's accounts. Prepares correspondence. Prepares reports containing findings, conclusions and formal recommendations. Maintains records, reports and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of the techniques used to conduct financial investigations. Knowledge of the methods used to maintain accounts of financial transactions. Knowledge of the techniques used to identify discrepancies in financial records. Ability to interpret laws and regulations regarding the collection of funds for the care and maintenance of institutionalized patients and apply them to specific cases. Ability to establish and maintain cooperative working relationships with others involved in the work of the unit. Ability to investigate client's assets and eligibility for other benefits. Ability to provide assignments and instruction to staff and supervise their performance. Ability to monitor and supervise the billing of programs and other services for the reimbursement of client care. Ability to supervise the recording of funds and disbursements. Ability to prepare correspondence and reports. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
