Examples of work

  • Evaluates and supervises the evaluation of utility management and operations as it relates to the performance of system operators, in order to assess the economics and reliability of generation, transmission, and distribution of utilities under the jurisdiction of the Board of Public Utilities.
  • Analyzes and supervises the investigation of utility staffing and productivity and management practices, in the areas of maintenance, construction of generating plants and transmission and distribution facilities, engineering, system planning, environmental matters, electronic data processing, customer service, employee relations, public affairs, legal, fuel management, interchange, and executive management.
  • Reviews and supervises the analysis of utility labor contracts, equipment and supply contracts, inflation factors, and financial markets, which impact on utility operations and profitability.
  • Assigns, supervises and reviews the work of a group of management analysts engaged in the performance of management audits.
  • Provides information and assistance on problems of policy, procedures, law, regulations, court decisions, precedents, accounting principles, and other technical and administrative matters.
  • Prepares and supervises the preparation of request for proposals to be submitted to outside management consultants.
  • Participates in periodic review meetings with utility management and outside management consultants.
  • Conducts informal conferences with staff, attorneys, utility management and outside consultants to seek agreement where possible on issues.
  • Prepares a report outlining findings and agreements reached on proposals to be included in the management audit report.
  • Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
  • Prepares and delivers speeches to the public regarding management audits results.
  • Takes lead in interviews and meetings with outside consultants and top management personnel in the absence of the Chief.
  • Participates in meetings with Public Utility Commissioners.
  • Acts as Chief in his absence.
  • Supervises the Bureau of Management audits field staff and oversees their day to day operations.
  • Makes field visits to outside management consultants' offices, other Public Utility Commissions, utility companies or their parent in the performance of a management audit.
  • Prepares and reviews comprehensive reports on the results of management audits for format, sufficiency of investigation, and unusual features; with recommendations on potential areas of cost savings and increased efficiency and productivity.
  • Prepares testimony concerning regulated utilities to be presented in formal proceedings before the Board, courts or other governmental agencies, and may testify before same.
  • Supervises cost-benefit analysis studies.
  • Furnishes advice and assistance to management analysts in the interpretation of procedures and policies.
  • Orients new employees and gives indoctrination in position requirements, work methods and techniques and department policies; this includes on-the-job training for management analysts.

  • EDUCATION </b>
  • Bachelor's degree from an accredited college or university in Accounting, Economics, Engineering, Finance, Management, Public Administration or Business Administration or other related field.

Experience

Four years of professional experience in the operation, design or implementation of procedures or systems or regulation of public utilities and/or utility operations, including experience in the accounting, financial, economics and/or rate making areas.

Applicants may substitute a Master's degree in Accounting, Economics, Finance, Engineering, Business Administration or Public Administration for one year of professional experience.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Ability to acquire thorough knowledge of applicable State and federal statutes and regulations pertaining to utilities and regulated industries subject to the jurisdiction of the Board of Public Utilities.
  • Thorough knowledge of public utility and regulated industry operations (generation, transmission, distribution), accounting systems and finance, and methods used in analyzing and interpreting financial documents, reports and statements of varied issues.
  • Thorough knowledge of utility system planning techniques including load forecasting methodologies and productivity and efficiency analyses.
  • Ability to analyze management practices and procedures.
  • Ability to prepare, present and discuss a meaningful and responsive dialogue with utility management and professional representatives relative to management audit reports, financial reports, pertinent auditing procedures and implementation thereof.
  • Ability to organize assigned complex work and develop effective work methods.
  • Ability to assign, instruct and supervise the work of Management Analyst of various grades in management Audits.
  • Ability to give appropriate assignments and instructions to Management Analysts and provide them with the advice and assistance; checks their work to see that proper procedures are followed and established standards are maintained.
  • Ability to work effectively with associates, utility top management and outside management consultants.
  • Ability to train subordinate staff in management audit procedures.
