Definition
Under the direction of Social Work Supervisor I, Secured Facilities, or other supervisor, has charge of the social work program and staff of an adult or juvenile secured facility or other correctional facility; does other related work. Examples of work
Confers with Social Work Supervisor I Secured Facilities, or other appropriate staff supervisor, to coordinate the social service functions of a subordinate unit of a correctional institution with overall program functions. Confers with psychologist, Director of Professional Services or other appropriate staff supervisor concerning the policies and procedures to be used in the referral of inmates for treatment services. Supervises activities and procedures of social work staff, institutional, inter-departmental and community programs that identify, assess and recommend treatment for substance abuse on the part of inmates. Coordinates resources in the pursuit of treatment objectives for inmates or ex-offenders for whom Department of Secured Facilities is responsible. Instructs the subordinate social work staff in the methods and practices useful in making social studies of inmates and in effecting suitable treatment services in a correctional institution or community based setting. Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of employees. Confers with the Social Work Supervisor 1 Secured Facilities, or other appropriate staff supervisors in the development of professional enrichment programs for social work staff. Keeps current of professional literature developments and trends in the field of treatment in Secured Facilities. Confers with Social Work Supervisor 1 Secured Facilities or other supervisory officer in the direct social work services and proper treatment supervision of inmate/clients receiving direct treatment services. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for recommending the firing, hiring, promoting, demoting and/or disciplining of employees. May supervise social work staff in the utilization and activities of community resources in pursuing social re-integration of ex-offenders. Plans and holds staff conferences under the supervision of the Social Work Supervisor 1 Secured Facilities, or other staff supervisor in order to develop and maintain professional standards of service. Instructs new staff members with regard to approved staff and institutional regulations as well as approved social work procedures. Prepares service ratings for social work staff members. May assign specific subjects for research to social work staff and acts in a supervisory capacity in the development of studies as well as compilation of material prepared by staff members for research purposes. Prepares and supervises the preparation of reports and histories of inmates. Supervises the establishment and maintenance of records, reports, histories and files of inmates. Supervises all treatment intake procedures of inmates or ex-offenders as well as the proper assignment of treatment programs whether in an institution or community based setting. Participates as a member of the Institutional Classification Committee in order to identify inmate needs and to recommend appropriate treatment programs for specific inmates as well as other assignments which will foster positive institutional adjustment. Assists in research and assessment of certain eligible candidates proposed for community based programs that come under the jurisdiction of an adult or juvenile secured facility. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college or university with a Master's degree in Social Work.
Experience
Three (3) years of experience in social case work, two (2) years of which shall have been in a supervisory capacity in the administration of a correctional social service program. NOTE: A graduate field placement in Social Work accredited by the Council on Social Work Education may be substituted for one (1) year of the non-supervisory experience indicated.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the purposes, standards and procedures used in social work as applied to the treatment of social offenders; including psychological rehabilitation, physical welfare, institutional adjustment and social/civil adjustments. Knowledge of current theories existing in the field of psychology. Knowledge of the symptoms and behavior patterns that indicate substance abuse as well as the treatment modalities. Knowledge of the standards, purposes and procedures of an adult or juvenile secured facility as they apply in specific situations. Knowledge of the administrative and related problems encountered in applying the concepts, methods and procedures of social work and psychology to persons confined in an institution or to ex-offenders in a community based setting. Ability to analyze, comprehend, interpret and apply established rules, regulations, standards and policies of an adult or juvenile secured facility to specific cases either in an institutional or community based setting especially with regard to substance abuse. Ability to assist in organizing and supervising a social work program to include psychological rehabilitation, physical welfare, institutional adjustment and social/civil adjustment as well as pre-release re-entry and post-release programs for incarcerated inmates or ex-offenders. Ability to provide direct social services to inmates as ex-offenders participating in community based programs of an adult or juvenile secured facility. Ability to develop and assist in developing standards and procedures for correctional social work staff and to supervise the application of the concepts, methods and procedures of social work, psychology and psychiatry. Ability to provide assignments and instructions to individuals and groups and supervise the performance of their work. Ability to instruct correctional social work staff in the utilization of other institutional and community resources in the adjustment of inmates as well as follow-up procedures and the establishment and maintenance of cooperative community relationships. Ability to supervise students engaged in fieldwork practice, integrate their class work with fieldwork and maintain working relationships with the schools providing the students. Ability to develop and supervise programs designed to afford opportunities for continuous professional progress for social work staff. Ability to set up programs and provide resources for social re-integration to ex-offenders into the community. Ability to supervise the preparation of correspondence, and the preparation and maintenance of case histories of inmates and ex-offenders. Ability to supervise the establishment and maintenance of records and files. Ability to pursue and implement treatment objectives in a correctional institution with adequate understanding of and congruence with other institutional objectives. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
