Definition
Under direction in the Division of Developmental Disabilities, Department of Human Services, assists in developing new community programs for individuals with developmental disabilities; develops, prepares, and interprets a procedural manual for the field services program; plans and supervises a staff development program; and serves as liaison between the Central Office of the Division and community agencies; does related work as required.
Examples of work
- Assists in developing new local community programs for the developmentally disabled, including day care centers, pre-school classes, sheltered workshops, and short-term residential facilities.
- Maintains the workflow of the office in Supervisor's absence.
- Develops and maintains a roster of community agencies, programs, and other resources pertinent to community planning for individuals with developmental disabilities.
- Develops and maintains program related procedural manuals as directed.
- Plans and develops appropriate policies and procedures for a staff development and training programs.
- Plans, develops, and conducts orientation classes for new social work staff assigned to the Division of Developmental Disabilities.
- Participates in planning meetings of the District Field Services supervisory force.
- Participates in staff conferences and other Division activities.
- Prepares correspondence in the course of official duties.
- Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Prepares clear, sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations.
- Supervises the maintenance of the essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college or university with a Master's degree in social work or guidance and counseling.
Experience
Three years of professional experience in social casework, two years of which shall have been in a supervisory capacity in the administration of a social service program for individuals with developmental disabilities.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the laws of New Jersey and the regulations of the Division of Developmental Disabilities and the Department of Human Services relating to programs for individuals with developmental disabilities.
- Knowledge of established case work goals, practice, techniques, and terminology.
- Knowledge of the principles of individual and group psychology.
- Knowledge of available programs and resources for individuals with developmental disabilities in local communities throughout the State.
- Knowledge of and familiarity with established in-service, orientation and other basic employee training methods and materials and their adaptation to a training program for a social case work staff.
- Knowledge of the objectives, programs, standards, and procedures of the Division of Developmental Disabilities.
- Ability to develop new and/or revised procedures for agency service programs.
- Ability to analyze, interpret and apply laws and regulations.
- Ability to participate in meetings and conferences.
- Ability to carry out research projects.
- Ability to develop, and maintain a procedural manual for the management of the District Office and other pertinent rules and regulations of the Field Service Program.
- Ability to establish and maintain cooperative working relationships with county welfare agencies and other interested groups, agencies, and individuals.
- Ability to prepare clear, sound, accurate, and informative statistical, and other reports containing findings, conclusions, and recommendations.
- Ability to supervise the maintenance of the essential records and files.
- Ability to learn to utilize various types of electronic and/or manual reading and information systems used by the agency, office or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
