Definition
Under the direction of the superintendent or other supervisory staff members, has charge of social work programs and services in an adult or juvenile correctional institution or other agency; provides the above services to the general population as well as that portion of the population whose basic language is Spanish; does other related duties NOTE: The examples of work for this title are for illustrative purposes only. Examples of work
(These examples of work are to be performed by utilizing English and Spanish as required.) Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Supervises Social Service department, program or function participation in substance abuse programs, interdisciplinary educational and training programs for inmates within an institution as well as community-based programs of an adult or juvenile secured facility. Evaluates and reinforces the upgrading of existing program activities. Represents the assigned institution or program in cooperative functions with regional health, education and welfare agencies. Reviews the work of Social Work Supervisor 2 and 3 Secured Facilities in order to determine the quality of supervision given to staff concerning methods and procedures. Reviews service ratings for staff members and supervises the preparation of service ratings for other assigned personnel. Instructs new employees in the institution or other agency in staff regulations and approved social work procedures; determines the priority of assignment of additional personnel as requested by other supervisory personnel. Plans and holds periodic staff conferences in order to develop and maintain consistent professional standards of service. As a member of the Institutional Classification Committee, identifies inmate needs and recommends educational, work and treatment programs for inmates for the purpose of positive institutional adjustment and rehabilitation. Confers with supervisory personnel of an institution or other agency and coordinates social service functions with other appropriate institutional or agency functions. Confers with supervisory personnel of institutions or programs concerning policy and procedure to be used in referral of inmates or clients. Researches and assesses candidates for community based programs that come under the jurisdiction of an adult or juvenile secured facility. Assigns specific subjects for research to social work staff and acts as an advisor in the development of such studies. Acts as a consultant on social casework matters with medical and psychological staff as well as chief executive officers of institutions or agencies for which the institution or other agency is responsible. Advises other supervisors on standards of professional performance, in-service training and staff development. Carries out professional development programs for social work as it applies to particular institutions or programs. Keeps informed of developments in methods of treatment in the field of social work and corrections. Acts as a liaison with Graduate Schools of Social Work in the development of student training programs including the establishment of standards, policies and objectives to be observed in the utilization of an adult or juvenile correctional institution or program as a center of supervised field work practice. Supervises and coordinates fieldwork experience for graduate and undergraduate students. Gives talks to community groups on the subject of rehabilitative priorities in corrections and promotions and maintains constructive community relationships with social agencies and other professional business and lay groups interested in the field of corrections and/or reintegration of ex-offenders into the community. Acts as a liaison with vocational rehabilitation programs as well as job placement agencies in the community. Screens all volunteer workers in cooperation with the Coordinator of Volunteer Services. Communicates with those who are not knowledgeable of both English and Spanish. Prepares and supervises the preparation of reports containing findings, conclusions and recommendations. Supervises the establishment and maintenance of records and files. Supervises the preparation of correspondence. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college or university with a Master's degree in social work.
Experience
Four (4) years of experience in the delivery of social services to social offenders, three (3) years of which shall have been in a supervisory capacity in the administration of a social service program for social offenders. NOTE: A graduate field placement in social work accredited by the Council on Social Work Education may be substituted for one (1) year of the non-supervisory experience indicated. SPECIAL SKILL: Applicants must be able to read, write, speak, understand, and communicate in English and Spanish sufficiently to perform duties of this position.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of supervisory techniques. Knowledge of administrative and related problems encountered in applying the concepts, methods, and procedures of present day social work and psychology to inmates confined in a correctional institution or to ex-offenders in a community based program. Knowledge of the purposes, standards, and procedures used in social work and their application in a correctional setting including psychological rehabilitation, physical welfare, institutional adjustment and social/civic adjustments relating to inmate incarceration as well as pre-release re-entry programs. Knowledge of current theories existing in the field of psychology. Knowledge of symptoms and behavior patterns that indicate substance abuse as well as standard treatment modalities. Ability to understand the rules, regulations, standards, policies, and procedures of an adult or juvenile secured facility. Ability to analyze, comprehend, interpret, and apply established rules, regulations, standards, and policies of an adult or juvenile secured facility in an institutional or community based setting, especially with regard to substance abuse. Ability to organize and supervise social work programs to include psychological rehabilitation, physical welfare, institutional and social/civic adjustment as well as pre-release re-entry and post- release programs for incarcerated inmates or ex-offenders. Ability to provide a broad range of highly skilled direct professional social work services to inmates or ex-offenders participating in community based programs of an adult or juvenile secured facility. Ability to develop standards and procedures for correctional social work staff and to supervise the application of the concepts, methods and procedures of present day social work and psychology. Ability to provide assignments and instructions to individuals and groups and supervise the performance of their work. Ability to instruct correctional social work staff in the utilization of other institutional and community resources in the adjustment of inmates as well as follow-up procedures and the establishment and maintenance of cooperative community relationships. Ability to supervise students engaged in fieldwork practice, integrate their class work with fieldwork and maintain effective working relationships with schools, which provide the students. Ability to develop and supervise programs designed to afford opportunities for continuous professional enrichment for social work staff. Ability to compile data and write articles for publication in professional journals and other publications, which deal with treatment problems in corrections. Ability to establish programs and provide resources for the social reintegration of ex-offenders particularly in community based correctional activities of an adult or juvenile secured facility. Ability to supervise the preparation of technical correspondence and the preparation and maintenance of case histories of inmates and ex-offenders. Ability to pursue and implement treatment objectives in a correctional institution that adheres to institutional objectives.
