Definition
Under the direction of a higher-level manager or other executive official in the Motor Vehicle Commission, is responsible for administering the work programs and employee activities of a major program of the organization; manages staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Recommends the formulation and revision of policies, regulations, methodologies, procedures, and strategies to attain organizational goals. Plans for the impact of legislation and other changes on sections of the Commission Master Plan and existing systems. Provides advice and consultation concerning policy issues associated with program compliance and organizational goals and objectives. Defines management information needs to implement and maintain information systems that measure performance, identify problem areas, and evaluate the status of operational performance as it regards a major program. Monitors the development, implementation, and integration of new programs. Directs the evaluation of programs to ensure that necessary modifications are made and the plans and programs are balanced for cost effectiveness. Coordinates the education, training, and development plans for assigned personnel. Provides input for the preparation of plans and budgets pertaining to a major program. Identifies deficiencies and recommends corrective action to ensure the effective delivery of services to the public and other clients. Attends meetings and participates on committees related to Commission functions to identify ways in which Commission services can assist other agencies in satisfying their objectives. Directs the preparation of reports and statistical information containing findings, conclusions, and recommendations. Prepares correspondence for the signature of the director, as required. Provides appropriate assignments and directions to subordinate staff to achieve organizational objectives within a major problem area. Manages the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of management and planning principles, administrative practices, and procedures. Knowledge of operational/organizational theories and their application in directing overall work operations. Knowledge of the principles of budgeting, planning, and administration. Knowledge of the principles of organizational and personnel management. Knowledge of the priorities, programs, objectives, and policies of the assigned organization. Ability to coordinate and administer overall operations and to make sound decisions necessary to carry out the programs and functions of the unit. Ability to develop long and short-term management plans and procedures and develop effective methods. Ability to analyze and interpret federal and state laws, rules, and regulations pertaining to assigned program areas. Ability to give oral presentations and to establish and maintain effective working relationships with representatives of federal, state, and local governments, as well as professional groups, societies, and others interested in issues, problems, and topics relative to designated programs. Ability to prepare and direct the preparation of clear, sound, accurate, and informative statistical, financial, and other related reports containing findings, conclusions, and recommendations. Ability to evaluate program performance and develop alternative methods to improve performance and meet established objectives. Ability to manage assigned staff and plan, organize, and implement projects within the unit. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Nine (9) years of administrative experience involving planning, budgets, and/or administration of programs in a large public or private agency, two (2) years of which shall have been in a supervisory capacity. OR: Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. OR: Possession of a master's degree in Business, Public or Personnel Administration, or related fields from an accredited college or university; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
