Definition
Under direction of a supervisory official, supervises work programs and staff, and organizes, coordinates, and evaluates all phases of community treatment, rehabilitation, and preventive education programs for substance use disorders and other behavioral issues; does other related duties as required.
Examples of work
Institutes, develops, and/or refines programs designed to coordinate existing programs for substance use disorders and other behavioral issues prevention, treatment, and rehabilitation components of various agencies, school districts, and local communities in the prevention, criminal justice, law enforcement, and treatment areas. Serves as liaison between various agencies and local programs to coordinate planning and implementation efforts. Identifies problems encountered by service programs and provides solutions. Provides technical assistance to prevention and treatment programs to prepare funding proposals, and develop and implement plans. Helps to recruit professional staff members for participating prevention and treatment programs. Evaluates program effectiveness and provides recommendations for changes. Develops program standards and eligibility criteria for community prevention and treatment programs. Plans, organizes, and assigns work of the organizational unit supervises and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Supervises staff conducting field inspections, studies, and surveys. Supervises the preparation of and personally prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations. Prepares and supervises the preparation of correspondence and reports. Supervises the maintenance of records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License

Knowledge of the community and other resources likely to be needed by persons with substance use disorders and other behavioral issues. Knowledge of the social, economic, and behavioral problems of persons with substance use disorders and other behavioral issues. Ability to interpret laws, rules, and regulations and apply them to specific situations. Ability to supervise and do the work involved in developing physical, economic, and social plans for use in local prevention and treatment programs. Ability to supervise staff involved in the planning, development and implementation of rehabilitation and prevention programs for substance use disorders and other behavioral issues. Ability to evaluate program effectiveness. Ability to provide technical assistance. Ability to develop program standards and eligibility criteria. Ability to recognize, analyze, and provide solutions to various types of problems encountered by community prevention and treatment programs. Ability to prepare federal applications. Ability to supervise the conduct of field inspections, surveys, and studies. Ability to establish and maintain cooperative work relationships with those interested or involved in the work of the program. Ability to prepare correspondence and reports containing findings, conclusions, and recommendations. Ability to supervise the maintenance of records and files. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in preventive education, treatment, and rehabilitation in the field of substance use disorders and other behavioral issues and/or providing technical assistance to local governments in the development of such programs, one (1) year of which shall have been in a supervisory capacity and shall have included primary responsibility for the development, negotiation, and implementation of technical assistance programs. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity and shall have included primary responsibility for the development, negotiation, and implementation of technical assistance programs. OR Possession of a master's degree in Public Health, Social Services, Social Work, or Public Administration; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity and shall have included primary responsibility for the development, negotiation, and implementation of technical assistance programs. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
