Definition
Under the direction of the division director, or other Supervisory official in the Department of Community Affairs, supervises employees and provides technical assistance to communities including the planning and development of specific social programs; does other related work as required.
Examples of work
Assumes the role of negotiator or mediator betweel local communities and state, federal, or private agencies to secure necessary financial and supportive services necessary to develop appropriate programs. Supervises and performs the work involved in providing technical assistance to local communities to implement and develop programs. Works with local, state, and federal officials, community organizations, and businesses to implement programs. Works closely with community groups, individuals, and government officials to discuss and resolve community issues. Participates in administrative studies regarding the organization and structure of a municipality and provides recommendations or change. Prepares clear, sound, technically accurate, and informative statistical and other reports containing findings, conclusions, and recommendations. Manages the work operations and/or functional programs and has responsibility for employee evaluation and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Prepares correspondence. Supervises the establishment and maintenance of essential records and files. Provides assignments and instructions to staff and evaluates their performance. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of federal rules and regulations concerning Community Federal Aid programs. Knowledge of the methods used to gather and analyze data. Knowledge of federal programs available to communities in the areas of housing and urban renewal, economic development, air and water pollution, regional planning, and public facilities. Knowledge of New Jersey's economic and social structure. Ability to supervise the development of physical, economic, and social plans for use in local communities. Ability to provide guidance and instruction to staff and evaluate their performance. Ability to interpret federal/state rules and regulations concerning federal/state programs of assistance to communities. Ability to prepare detailed reports on field inspections, surveys, and studies. Ability to establish and maintain effective working relationships with those interested or involved in the work of the program. Ability to prepare and/or supervise the preparation of correspondence. Ability to prepare clear, sound, and technically accurate statistical and narrative reports containing findings, conclusions, and recommendations. Ability to supervise the maintenance of records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience. OR Possession of a master's degree from an accredited college or university in Political Science, Government, Public Administration, or a related field; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
