Definition

Under the general supervision of an administrative official, in the Department of Community Affairs, plans, administers, evaluates and supervises program activities and staff responsible for enrolling and determining participant eligibility, preparing Housing Assistance Payments Contracts, authorizing and processing subsidy benefit payments, inspecting rental units, and recertifying 2,000 or more program participants in the Section 8 Housing Choice Voucher (HCV) and State Rental Assistance (SRAP) Programs and other federal and State housing assistance programs pursuant to the authority of the Public Housing and Development Authority Act, NJSA 55:14H-1 et seq. and the Federal Housing Act of 1937; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

Examples of work

Supervises, reviews and approves the processing of case files for payment utilizing adopted automated systems and ensures that case production schedules are maintained in accordance with established policy rules and regulations. Assures that all cases are accurate and paid in a timely manner. Assures that the client record files meet the requirements to successfully pass a RIM (Income Maintenance Review) review. Assures that the family income has been properly documented and the Housing Assistance Payment and tenant rent are correct based on current HUD and State requirements. Prepares budget request for the field office to submit to management in preparation of the annual request and manages the field office budget throughout the year. Supervises applicant outreach and suspension activities, including monitoring of waiting lists and maintenance of applicant files/records. Reviews leasing of units to ensure attainment and maintenance of required number of units to be leased within each project, and takes necessary action where goals are not being met. Reviews documents prepared for each applicant such as rental assistance application, lease, and housing assistance payment contract for completeness, accuracy, and compliance with federal and state regulations. Supervises inspection of rental units for compliance with Federal Housing Quality Standards and the preparation of reports on same. Compiles and/or assigns and supervises compilation of a directory of social service agencies in the area covered by the field office. Renders decisions on cancellation of Housing Assistance Payment contracts in situations where the landlord has failed to comply with terms of the agreement. Renders decisions on cancellation of tenant voucher or participation where tenant has failed to comply with program requirements. Supervises implementation of the landlord outreach program. Renders technical decisions in matters concerning the Section 8 HCV Program for the particular area covered by the field office including eligibility of applicants for program participation. Supervises preparation of vouchers of participation for distribution to eligible applicants. Assigns work to field representatives including voucher distribution, contract renewals, participant and service agency referrals, and special reports/surveys, and supervises performance of their work. Provides advice, guidance, and direction to field personnel in interpretation of statistics and preparation of reports on need for waiver or amendment of any HUD standards in the area covered by the field office including fair market rents, size of allocated units, and so forth. Supervises the preparation of participant data into the US Department of Housing and Urban Development's (HUD) Information Management System, Public & Indian Housing Information Center (IMS/PIC) system including the preparation of the appropriate HUD forms and automated systems, to ensure the accurate reporting of the housing authority's performance in Section 8 Management Assessment Program (SEMAP).Investigates/supervises the investigation of PIC errors and implements the appropriate corrective actions. Ensures that deceased tenant information is properly reported in IMS/PIC. Supervises the security and implementation of information from the Enterprise Income Verification (EIV) utilized by the program to verify individual and household income(s), used in the determination of eligibility, calculation of housing assistance payments and validation of reported income(s). Supervises the processing and/or processes request for criminal background checks on existing and prospective participants to ensure compliance with HUD rules, regulations and requirements. In accordance with HUD regulations 24 CFR 982.553 Denial of admission and termination of assistance for criminals and alcohol abusers, screening is required and must be conducted prior to an offer of housing assistance. Supervises the obtaining of and/or obtains credit report information on existing and prospective participants to ensure compliance with HUD rules, regulations and requirements. Ensures that credit reports accurately reflect applicant financial data to establish income baselines and provide information regarding possible unreported assets. Conducts informal hearings for program participants where disputes arise. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Supervises and assigns work to field office clerical staff. Provides information to and negotiates with and/or approves the provision of information to and negotiation with landlords for participation in the program; this includes information and negotiations concerning leases, housing assistance contracts, and so forth. Prepares and/or supervises the preparation of clear, technically sound, accurate, and informative reports including project implementation evaluations, impact studies, statistics, containing findings, conclusions, and recommendations. Prepares detailed correspondence concerning program activities in all projects included in the assigned area. Maintains and/or supervises the maintenance of essential records, reports, and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of management techniques, planning practices and procedures, program analysis, organization principles, and administrative practices. Knowledge of housing laws applicable to rental housing units such as residential landlord/tenant law and relocation law. Knowledge of real estate practices and contracts as they apply to the leasing and operation of rental housing. Knowledge of methods for obtaining information regarding finances and other pertinent information relevant to the situation. Knowledge of methods for reviewing/evaluating information in relation to eligibility criteria/determining course of action. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to read, understand, and interpret state eviction laws. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience which includes client intake review requiring participant eligibility determinations and/or field duties requiring facility determinations in one (1) of the following: Working in a Housing Authority; working as a property manager with oversight of Low-income tax credit properties and/or Housing and Urban Development (HUD) funded subsidized units; working with a social service agency or other governmental agency that provides various types of public assistance to specific client populations (e.g. Temporary Rental Assistance (TRA), Emergency Rental Assistance, Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Children's Health Insurance Program (CHIP) ). OR Possession of a bachelor's degree from an accredited college or university; and fourhjju (4) years of the above-mentioned professional experience. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
