Definition

Under direction of a supervisory official, in a state department, institution, or agency, develops and supervises staff responsible for the development of budgets of all Federal and State appropriation requests, and provides fiscal and management technical assistance and has charge of review, analysis and appraisal of current and policy concepts, prepares recommendations for change or revision, responsible for program planning, performance analysis and budgeting for assigned divisions; does other related duties

Examples of work

Provides technical, fiscal and management assistance. Conducts studies and analyses relative to personnel, budget and fiscal systems development; makes recommendations to ensure that operating policies, procedures and systems conform with sound management principles and Federal and State funding regulations. Develops and implements fiscal strategies with regard to Federal and State funds. Negotiates with Federal funding agencies on the fiscal aspects of grant applications and the implementation of previously approved grants. Reviews programs and activities and evaluates their administrative objectives, efficiency, effectiveness and suitability. Plans and conducts continuing studies of operating units regarding the organization, functions, staffing patterns, work procedures and flow to evaluate existing conditions and improve operating efficiency. Supervises the maintenance of current budget records of all departmental State and Federal grants. Informs appropriate department and division personnel of State and Federal funding guidelines. Meets with and advises divisional officers concerning their operating requirements, fiscal procedures and budget requests; acts as liaison between the director and/or high level supervisory fiscal administrators and the divisions within the department. Reviews results of field audits to ensure compliance with prescribed Federal and State fiscal and management regulations. Prepares reports. Supervises or conducts investigations and prepares recommendations relating to proposed expansion, continuation or elimination of function, programs or needs. Meets with division directors and bureau chiefs to bring about greater effectiveness in attaining program, management and financial policies and goals. Plans investigations and develops solutions to problem areas; identifies and works toward the elimination of unnecessary and/or wasteful practices, determines where program and/or administrative duplication exist. Develops financial reporting systems for assessing agency performance, securing proper Federal reimbursement, stimulating the development of management reporting systems including workload volume, expenditures, and the preparation of agency operating manuals and performance indicators. Supervises subordinate professional positions engaged in management and fiscal consultative activities. Prepares correspondence. Supervises and/or prepares clear, technically sound, accurate and informative statistical, financial and other related reports containing findings, conclusions and recommendations. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of the methods and procedures required in submitting proposals to the Federal Government and/or private foundations. Knowledge of budget theory, including zero based budgeting. Knowledge of budgetary practices and procedures. Knowledge of financial guidelines of Federal funding agencies. Knowledge of Federal and State programs relating to such fields as human resources, adult education, economic development, youth employment, juvenile delinquency, community action and other areas. Ability to supervise and/or prepare financial documents for the application of Federal monies. Ability to read and interpret and apply Federal and State regulations to the operational purpose of the agency assigned. Ability to design budget planning and fiscal control systems, indicating the use of EDP systems, develop operating instructions and technical guidelines for such systems. Ability to develop and implement financial strategies regarding Federal and State funds. Ability to prepare budgets utilizing internal, financial, control techniques. Ability to supervise preparation, analysis, and the execution of budgets utilizing internal financial control techniques. Ability to conduct and participate in administrative and other studies and surveys and to prepare necessary reports as a foundation for assessing departmental operating procedures. Ability to prepare reports. Ability to direct the maintenance of records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in the development, preparation, and/or management of budget and other financial operations involving government or private agencies, one (1) year of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. OR Possession of a master's degree in Public Administration, Business Administration, or Economics; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. OR Possesion of a doctorate degree; and one (1) year of the above- mentioned professional experience which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
