Definition
Under the direction of an Employment Supervisor 2, or other supervisory official, in the Department of Labor and Workforce Development may serve as the on-site supervisor of a satellite One-Stop Career Center, as the supervisor for the delivery of services and staff to the Workfirst population at an urban comprehensive One-Stop Career Center serving large number of public assistance customers such as Newark, Camden, Pleasantville, and Jersey City, or in a comprehensive One-Stop Career Center as the frontline supervisor for counseling, interviewing, and related staff; monitors, evaluates, and reports outcomes for various programs and services; schedules staff activities; plans goals for the office; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does related work as required.
Examples of work
Serves as the first line supervisor in a comprehensive One-Stop Career Center or as the site supervisor at a satellite One-Stop Career Center. Supervises the delivery of counseling and labor exchange programs consistent with state and federal guidance. Recommends annual productivity goals for supervised programs, develops a plan to achieve the overall goals and objectives, and assigns staff monthly and annual targets and tasks. Supervises the development of the office annual plan, budget, position allocation and other administrative functions. Identifies training needs for staff reporting and coordinates needs reported by other supervisory staff. Reviews work products, applies quality standards and takes corrective action as necessary to improve quality while meeting quantitative productivity standards. Ensures that service delivery is consistent with state and federal directives, policies, procedures, and guidance. May deliver staff training or reinforcement or recommend training by program specialists. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Directly supervises lower level staff, ensures staff have been adequately trained to perform duties, and reviews staff performance to inform assessment ratings and professional development plans. Coordinates with Workforce Innovation and Opportunity Act, Division of Vocational Rehabilitation Services, Unemployment Insurance, and other One-Stop partners to facilitate a formal customer referral system, streamline customer flow, and respond to customer complaints. Ensures that the One-Stop is responsive to employer requests for qualified and dependable referrals to open job orders. Administers ongoing quality control sampling of employees' work. Under the direction of an Employment Supervisor 2, develops and implements corrective action plans for addressing programmatic deficiencies. Prepares performance reports for manager review on program effectiveness, service levels, and outcomes. Makes recommendations on personnel actions including hiring and discipline. Assists in formulating plans to cope with unusual, emergency, or infrequent situations such as mass hiring or layoff events, job fairs, positive recruitments, disaster recovery, and National Emergency Grants. As required, may represent the Department of Labor and Workforce Development at local, interstate, and partner conferences and meetings. May participate in community and employer relations programs. Prepares performance ratings and probationary evaluations for staff. Drafts correspondence related to One-Stop operations. Prepares and/or supervises the preparation of statistical and narrative reports and prepares clear and logical analyses. Ensures that customer information and records are secure and filed according to retention and storage protocols. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the problems involved in the supervision of persons of varied educational levels, abilities and backgrounds. Knowledge of procedures, materials and methods used in personnel interviewing, selection and referral. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to interpret the basic laws, regulations, policies, standards and procedures affecting the Employment Services program of the Department of Labor and Workforce Development. Ability to acquire knowledge of the specific problems of the local Employment Offices and of the community and other resources available for their alleviation. Ability to acquire knowledge of economic conditions within the area covered by local Employment Office and of general conditions throughout the State. Ability to assign, instruct and supervise employees. Ability to work harmoniously with those interested or involved in the work of the unit. Ability to organize, analyze, interpret, extrapolate, and prepare data and supporting narrative for reports, program and procedure documentation, and process improvement. Ability to supervise the maintenance and confidentiality of records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in the delivery of human resources services, in a public or private institution or agency concerned with employment placement and career selection, including one (1) year of experience involved in the coordination and application of the policies and procedural aspects of these programs. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of experience involved in the coordination and application of the policies and procedural aspects of these programs. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
