Definition

Under the direction of an assistant director or other manager in the Department of Labor and Workforce Development, has responsibility for the overall development, coordination, implementation, and supervision of programs approved and funded under the Workforce Innovation & Opportunity Act and other grants for employment and training programs; supervises staff and work activities; prepares and signs official performance evaluations; does other related duties as required.

Examples of work

Assists in the planning, development, and implementation of new and ongoing employment and training program activities; provides recommendations on the methods used to organize and deliver services on the local level. Supervises the application process for federal formula grant funds and special federal and state funds. Supervises the development and preparation of planning instructions, contracts, grant formats, and procedures in accordance with applicable federal and state regulations for the implementation of employment and training programs under the Workforce Innovation & Opportunity Act and other federal and state grants. Supervises and directs the development and implementation of technical assistance activities to deliverers of employment and training services. Supervises and coordinates the review and analysis of local job training plans to determine whether they are consistent with federal regulations, state guidelines, and the State Workforce Investment Board Plan; provides recommendations for departmental action on such plans. Supervises the establishment and maintenance of liaisons with all state departments and agencies that administer programs or activities relevant to employment and training; supervises the collection of information needed to provide recommendations for more effective coordination of such activities with job training and employment programs. Supervises and participates in the review of new legislation, regulations, appropriations, and instructions; analyzes their potential impact on workforce training program operations; provides recommendations to departmental and division administrators and the State Employment and Training Commission. Plans and supervises an assessment system to monitor and evaluate the effectiveness of employment and training programs in meeting goals and objectives and to ensure that federal and state regulations and guidelines are met; oversees corrective action plans. Plans, develops, and implements the workforce development programs on a statewide basis as mandated by federal and state laws and regulations. Supervises and assists in the preparation of detailed reports, policy papers, program activity summaries, and special studies relevant to the state's employment and training initiative. Supervises and participates in the development of schedules and procedures for the timely implementation of departmental activities. Establishes performance requirements for innovative and model approaches designed to improve program operations. Advises and consults with Local Workforce Investment Board Areas (Local Areas) in the operation of local employment and training programs. Acts as a liaison between the Division of Equal Employment Opportunity/Affirmative Action and the Local Areas to ensure that technical assistance is provided in the area of equal opportunity. Prepares, supervises, and promotes the development of an effective public relations program concerned with the functions and services available under employment and training programs through speeches to local governing bodies and representatives of public and private groups. Provides recommendations and assists in the selection of professional and clerical personnel in promotional situations. Supervises work operations and/or functional programs and has responsibility for and effectively recommending the hiring, firing, promotion, demoting, and/or disciplining of employees. Supervises the preparation of statistical and other reports of program activities containing findings, conclusions, and recommendations. Prepares correspondence in the course of official duties. Supervises the establishment and maintenance of essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of the rules and regulations promulgated for various Workforce Innovation & Opportunity Act titles and other federal and state employment and training programs and the ability to apply that knowledge as it relates to state programs. Knowledge of the methods used to plan and develop employment-training programs. Knowledge of program evaluation techniques. Knowledge of the methods used to collect and analyze data. Knowledge of the methods used to negotiate, develop, and modify contracts. Knowledge of supervisory techniques. Ability to interpret federal and state laws, rules, and regulations regarding employment and training programs and apply them to specific situations. Ability to obtain information about the operation of various human resources programs administered by local jurisdictions. Ability to develop, coordinate, and implement employment and training programs. Ability to coordinate an exchange of programmatic and planning information to implement and maintain employment and training programs in accordance with federal and state regulations. Ability to monitor and evaluate program services. Ability to establish and maintain cooperative working relationships with those interested or involved with the work of the unit. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to recommend and develop or revised operation standards for employment and training activities. Ability to prepare and present speeches to groups of varied educational, ethnic, and interest backgrounds. Ability to prepare clear reports containing findings, conclusions, and recommendations. Ability to provide guidance and instructions to staff and evaluate their work performance. Ability to plan and supervise the evaluation of studies of sub-grantee operations. Ability to prepare correspondence. Ability to establish and maintain essential files and records. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in the development, implementation, or coordination of a multi-phase employment and training program in a public or private agency. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience. OR Possession of a master's degree from an accredited college or university in political science, education, sociology, psychology, economics, public administration, or human resource development; and four (4) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
