Definition
Under direction, plans and directs the activities of the staff of the field units in the systematic investigation of occupational health hazards and their control; is responsible for administration, supervision, and evaluation of activities in environmental monitoring, particularly industrial hygiene; does related work as required.
Examples of work
Plans and supervises field and office work in occupational or environmental health programs; assesses problems of occupational disease detection, prevention, and control and develops methods for their resolution. Plans and directs special investigations and cooperates with other occupational disease prevention programs including those of the Occupational Safety and Health Administration of the U.S. Department of Labor, the National Institute of Occupational Safety and Health, U.S. Department of Health, Education and Welfare, the New Jersey Department of Environmental Protection, and Department of Labor. Directs team in identifying new industrial toxicological hazards, and correlates the team reports into one usable report of techniques and standards for the control of industrial hazards and assessment of numbers of people exposed. Supervises work operations and/or functional programs and has responsibility for performance evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Provides appropriate assignments, training, and supervision to a staff of field representatives, project specialists and other professionals. Visits, consults, and provides technical assistance to high level governmental, corporate, or union officials and to other public or private agencies. Provides technical and consultant services in the planning and development of State and/or federal budget requests for occupational health prevention programs. Plans and supervises the field investigators in their collection, tabulation, and analysis of data obtained from environmental or medical surveillance reported data. Plans and supervises the compilation of statistical data by individual industries, investigators, and other groups. Develops educational material for use in promoting project objectives. Visits, consults, and provides technical assistance to local health departments, unions, management, and other public or private agencies. Directs the preparation of clear, technically sound, accurate and informative reports containing findings, conclusions and recommendations. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the principles and practices of public health and occupational health particularly as they relate to improving the health of the citizens of the State. Knowledge of interviewing techniques. Knowledge of the techniques used to collect, analyze and tabulate statistical data. Knowledge of the techniques of combining the consultative and advisory services of the Division with local health services by means of cooperative planning and scheduling. Knowledge of the procedures used in applying administrative and/or functional supervision over local health organizations participating in a State program to promote public health programs. Knowledge of current social and economic problems pertaining to the status of health found in local communities and the health and welfare resources available for their solution, including official and voluntary community and health welfare agencies. Ability to train staff in current methods of disease control interviewing. Ability to understand and apply modern methods of budget preparations for Federal, State, and Local agencies. Ability to understand the organizational structure and functions of local governments and of local, State, and Federal law enforcement and judicial policies and practices. Ability to negotiate effectively with affected individuals, local government officials, leaders of union and industrial associations, and officials of the federal government and neighboring states concerning mutual occupational health services. Ability to communicate and interpret program objectives to others. Ability to establish and maintain cooperative relationships with health agencies and interested public or private groups. Ability to conduct field trips, surveys, studies, and investigations and prepare reports about activities. Ability to prepare correspondence related to the work of the Programs. Ability to prepare clear, sound, accurate and informative reports containing findings, conclusions, and recommendations. Ability to read, analyze, and interpret the regulations, policies, procedures, and standards of the State Department of Health, and apply them to specific situations. Ability to supervise the maintenance of records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in the field of industrial hygiene, or occupational, environmental, or public health involving occupational or environmental health prevention programs, including or supplemented by thirty (30) semester hour credits in the physical or biological sciences, environmental engineering, nursing, or other subjects related to industrial hygiene. One year of the professional experience shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university, including or supplemented by thirty (30) semester hour credits in the physical or biological sciences, environmental engineering, nursing, or other subjects related to industrial hygiene; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. OR Possession of a master's degree in any of the above areas; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. OR Possession of a valid Professional Engineers license issued by the New Jersey State Board of Professional Engineers and Land Surveyors; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
