Definition

Under direction of a supervisory official, does clerical work involving the exercise of independent judgment and containing a relatively large proportion of difficult tasks, and/or instructs individuals in the work of a clerical unit; does other related duties as required.

Examples of work

Organizes assigned clerical work and develops effective work methods. Instructs individuals in the work of a clerical unit. Reviews, checks, and certifies reports, applications, and other documents for completeness and/or correctness, may exercise independent judgment to correct and/or complete documents. Composes answers to routine letters and prepares other letters in accord with department routines and regulations. Checks and verifies bills, vouchers, and statements. Prepares claim schedules. Records varied types of data accurately. Keeps tickler files up-to-date. Receives and checks applications and/or fees and prepares suitable receipts. Receives, reviews, and adjusts complaints. Prepares requisitions, estimates, statistical information, receiving records, and inventories. On an infrequent basis, may do typing and/or data entry, which is uncomplicated and does not require skill or speed. Answers nonroutine inquiries for information originating within and without the department in accord with department policy and regulations. May supervise the preparation of and personally prepare statistical and other reports. May plan a designated phase of the clerical activity of the unit. May do typing which is uncomplicated, does not require skill or speed, and which is of a nature reasonable to be expected of employees in a business office. May use varied types of common office machines in temporary assignments where skill and speed are not primary requirements and special training is not necessary. May take dictation in long hand. Maintains essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. In the State Division of Motor Vehicles: As assigned under supervision of a Motor Vehicles Sergeant, performs certain eye testing duties by giving visual acuity tests to applicants for driver's licenses using Titmus Vision Tester including instructing the individual applicant to read rows of letters, each row being labeled as to the degree of vision necessary and to identify colors; if the applicant obtains a score of 20/50, the applicant's card is marked "Passed"; if a applicant fails the eye test, the individual is given a form to take to a physician of choice; the presence of any obvious eye impairment is marked on a conditional card indicating a disability; prepares and maintains records, reports, and files.

One (1) year of experience in general clerical work.

License

Appointees will berequired to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of office methods, practices, routines, machines, and equipment and of the internal organization, policies, procedures, and regulations of the department after a period of training. Ability to comprehend established department routines and regulations and apply them to specific cases in accord with prescribed procedures. Ability to organize assigned clerical work and develop effective work methods. Ability to give instructions to clerical employees. Ability to help plan a designated phase of the clerical work of the unit. Ability to work effectively with associates and superior officers and with that portion of the public interested in or concerned with the work of the unit. Ability to keep complicated records. Ability to do uncomplicated typing which does not require speed or skill on a sporadic basis. Ability to use varied common office machines in temporary assignments where skill and speed are not a primary requirement and special training is not necessary. Ability to take dictation in long hand. Ability to prepare clear, concise, and appropriate business letters in accord with department regulations, policies, and procedures. In the Division of Motor Vehicles, learns to give eye tests to applicants for driver's licenses and does the clerical and recording work attendant thereto. Ability to prepare and supervise the preparation of clear, sound, accurate, and informative reports. Ability to maintain and supervise the maintenance of essential records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
