Definition

Under the limited supervision of a supervisory official in the Department of Environmental Protection (DEP), independently performs various skilled and/or semiskilled tasks associated with the construction, maintenance, repair, and improvement of structures, facilities, equipment, and grounds at assigned state parks, forests, recreational areas, historic sites, wildlife management areas, marinas, or any other state-owned facilities within the Natural and Historic Resource Program area; does other related duties as required.

Examples of work

Performs repairs of roof tops, ceilings, interior and exterior brickwork, tile floors, drains, cement and concrete floors, sidewalks, steps, foundations, and other types of masonry, plastering, and stonework of program facilities. Paints wood, metal, brick and cement walls, floors, and ceilings of the interior and exterior of structures and facilities including painting and repainting of pipes, radiators, and other types of iron works. Repairs and/or replaces parts and equipment for building and grounds so that facilities can continue to function effectively for daily operations, including but not limited to semiskilled carpentry, plumbing, electrical, and landscaping. Constructs and maintains trails, blinds, berms, and posting of property boundaries of assigned work areas. May assist in reconstructing, renovating, and repairing buildings and structures, and sets and operates a variety of woodworking machines including power saws, attachments, planers, joiners, sanders, electric drills, and routers. Organizes grounds maintenance work and develops effective work measures. Assists in the development of programs to clean and maintain roadways, walkways, fields, boat ramps, shooting ranges, raceways, parking areas, and grounds associated with the area of assignment; may provide oversight of a seasonal, hourly, and/or work crew engaged in these operations. Identifies needed repairs and/or improvements at assigned work area and notifies the supervisor. Performs grounds and habitat maintenance services including but not limited to grass cutting, field mowing and/or plowing, field maintenance, disking, liming and fertilization, planting and care of flowers, seedlings, shrubs, and trees. Builds fire lines. Performs maintenance related to agriculture and forestry within wildlife management areas and all state-owned properties. May assist in instructing and coordinating assignments and responsibilities of seasonal and volunteer personnel. Performs general maintenance responsibilities associated with the buildings and public facilities at assigned area; duties shall include but not be limited to the collection and disposal of trash and recyclables, housekeeping, and janitorial responsibilities associated with cleaning windows, floors, walls, and sanitary facilities. Ensures that all public and employee sanitary facilities are clean and have adequate quantities of health care products; ensures that the levels and standards of maintenance are performed and achieved as per established by the Department of Health. Operates and maintains all types of licensed and unlicensed vehicles and equipment including power and non-power tools, concrete mixers, and shop tools. Uses and maintains hand tools, power tools, shop equipment such as wood working machines, etc. in a safe manner. May be required to operate various types of equipment to include dump trucks involved in the maintenance of roads, dams, and dikes and other miscellaneous construction and maintenance projects and/or repairs. Visually inspects and repairs buildings, grounds, and structures. May be on-call for emergency situations that may impact public health and safety. Monitors facility conditions to ensure health, safety, standards, and cleanliness, and to identify any irregularities or potential emergency situations within in the work area. Assists in the maintenance of security systems and adheres to division regulations on any natural and historic resource program facility. May recommend that certain materials, supplies and/or services needed in the daily operation of the state-owned facility and/or grounds be purchased. Ensures that safety practices and standards are followed in the performance of all duties and responsibilities. Uses safety and personal protection equipment (PPE) in the prescribed manner as required and trained. Identifies and reports hazards and unsafe conditions, evidence of vandalism, theft, misuse, and suspicious persons and behavior in a timely manner to a higher authority. Correctly and properly performs assigned responsibilities in the event of an emergency including weather related issues and/or business continuity, and may include snow removal, salting, and forest fire suppression and pre-suppression activities. Assists in preparing requisitions for equipment, materials, supplies, and tools. Coordinates and implements innovations related to maintenance programs such as preventative techniques, new products/materials, etc. Assists in the establishment and upkeep of a maintenance library which includes reference materials, instructions, parts listings, as-built drawings, etc. Maintains and presents a positive public image and wears assigned clothing/uniform in prescribed manner. May perform specialty type tasks and responsibilities, including the operation of sawmills and gristmills, and other types of specialty functions based on area of assignment. Prepares reports and all associated documents for reporting purposes; maintains essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Requirements

EXPERIENCE: Three (3) years of experience involving the maintenance, renovation, construction, repair, and/or improvement of facilities, buildings, grounds, or wildlife/fishery management areas, including semiskilled carpentry, electrical, plumbing, masonry, mechanical, painting, landscaping, and/or other related work.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. Appointees may be required to obtain a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated. Appointees may be required to obtain a valid New Jersey Boat Operator's license.

Knowledge, skills and abilities

Knowledge of the procedures, equipment used in the construction and maintenance of buildings and grounds. Knowledge of the work involved in painting, staining, and varnishing varied types of surfaces; in repairing and maintaining cement, concrete, tile, brick, and other floors, walls, and ceilings; in repairing radiators, plumbing fixtures, water, waste, and drainage lines; in doing carpentry work of varied types; and in installing, repairing, and maintaining cables, wiring, motors, and varied types of electrical fixtures. Knowledge of the maintenance of trees, shrubs, lawns, and plants. Knowledge of the methods and techniques used in all types of tree maintenance. Knowledge of ground maintenance equipment. Knowledge of operations for marina facilities including maintaining boats, buildings, and grounds. Knowledge of emergency procedures for safeguarding Natural and Historic Resource properties. Ability to analyze maintenance and repair problems, organize assigned work, and develop effective work methods. Ability to read, understand, remember, and carry out oral and written directions. Ability to read, interpret, and apply the rules, regulations, policies, and procedures associated with the use and reporting requirements for state purchases. Ability to perform construction, maintenance, and repair work on buildings, systems, grounds, equipment, roadways, boat ramps, shooting ranges, raceways, and fields. Ability to use specialized equipment based on area of assignment. Ability to make carpentry repairs and perform carpentry construction work. Ability to cooperate with coworkers and to be courteous to the public. Ability to give directions, coach, and instruct maintenance personnel and seasonal employees. Ability to operate and use varied and more complex tools, shop equipment including wood working machines, etc., vehicles, equipment, and materials used in painting, roofing, plastering, masonry, carpentry, electrical, plumbing, and other skilled crafts with care. Ability to identify hazards and follow procedures to protect visitor safety. Ability to prepare reports and maintain essential records and files. Ability to requisition, store, safeguard, and record equipment, tools, vehicles, materials, and supplies. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read write, speak, understand, and communicate in English sufficiently to perform the duties of the position.
